In her April 29, 2021 press conference, Michigan Governor Gretchen Whitmer introduced a sequence of benchmarks by which the per centage of Covid-19 vaccinated residents would trigger stages of successively relaxed coronavirus restrictions for businesses, workplaces, and social events. This screenshot presents the "MI Vacc to Normal" plan, a word play on "back to normal."
The several available vaccines are characterized as "emergency use authorization." Until formal FDA certification for normal use (not waivers of emergency use), all people receiving doses are based on voluntary compliance, not obligatory public health orders. So the Governor's plan is aimed at attracting more participation to go beyond the present 49% uptake.
The April 29 email to residents of Michigan reads: Dear Michigander,
