It indicates your time and someone who is in a different timezone.

The red arrow and fan-shaped area show the time and day/night of them.

For example, if the red arrow points at 10 O'clock and the starry sky background, it indicates 10 p.

Timezone can be changed by pulldown list on the right bottom.
