1. Introduction and BackgroundThis Experiment Protocol outlines the methodology for evaluating a new, culturally responsive intervention model designed for Social Workers operating within the diverse urban environment of New Zealand Auckland. Auckland is the most populous city in New Zealand, characterized by a unique demographic makeup where Māori, Pacific Peoples, and diverse migrant communities coexist. The social work landscape here is complex, requiring practitioners to navigate not only standard socio-economic challenges but also the specific historical and cultural contexts of Te Tiriti o Waitangi (The Treaty of Waitangi).
The purpose of this experiment is to determine if a specialized training and support framework for Social Workers can improve client outcomes, specifically regarding housing stability and mental health resilience, compared to standard practice models currently utilized by Auckland Council and local NGOs.
2. ObjectivesThe primary objectives of this study are:
- To assess the efficacy of a "Kaupapa Māori-informed" intervention protocol when implemented by Social Workers in Auckland.
- To measure changes in client satisfaction and trust levels between the Social Worker and the client.
- To evaluate the impact of the intervention on reducing recidivism in housing crises among vulnerable populations in South Auckland and West Auckland.
- To identify barriers Social Workers face when applying culturally safe practices in high-pressure urban environments.
This study will utilize a quasi-experimental design with a control group and an intervention group. The experiment will take place over a period of 12 months across selected community centers in New Zealand Auckland.
3.1 Participants
Social Workers: Forty (40) qualified Social Workers currently employed by agencies in Auckland will be recruited. They will be randomly assigned to either the Intervention Group (n=20) or the Control Group (n=20).
Clients: Clients will be adults (18+) seeking assistance with housing instability or family support services. Inclusion criteria require that participants reside within the Auckland region. Exclusion criteria include cases involving immediate child protection removals, as these require statutory intervention outside the scope of this experimental protocol.
3.2 Intervention Protocol
The Intervention Group of Social Workers will undergo a 6-week intensive training program focused on:
- Tikanga Māori: Understanding Māori customs, values, and worldviews to ensure cultural safety.
- Pacific Ways: Engaging with Pacific families using culturally appropriate frameworks.
- Strengths-Based Practice: Moving away from deficit models to asset-based community development.
- Supervision: Bi-weekly reflective supervision sessions to discuss case complexities specific to the Auckland context.
The Control Group will continue with their standard agency training and supervision protocols without the additional specialized modules.
4. Data CollectionData will be collected at three intervals: Baseline (Week 0), Mid-point (Week 6), and End-line (Week 12). The following metrics will be used:
| Variable | Measurement Tool | Target Group |
|---|---|---|
| Client Housing Stability | Standardized Housing Security Index | Clients |
| Client Mental Well-being | WHO-5 Well-Being Index | Clients |
| Perceived Cultural Safety | Customized Survey (Likert Scale) | Clients |
| Social Worker Competence | Self-Assessment & Supervisor Review | Social Workers |
This Experiment Protocol has been designed in strict accordance with the New Zealand Code of Health and Disability Services Consumers' Rights and the guidelines set forth by the Social Workers Registration Board (SWRB). Ethical approval has been sought from the relevant Human Ethics Committee.
Informed Consent: All Social Workers and clients must provide written informed consent. Clients will be informed that their participation is voluntary and that declining to participate will not affect the services they receive from their Social Worker.
Confidentiality: All data will be anonymized. Client identifiers will be replaced with unique codes. Data will be stored on secure, encrypted servers compliant with the Privacy Act 2020 of New Zealand.
Cultural Integrity: The protocol acknowledges the partnership principle of Te Tiriti o Waitangi. Māori and Pacific advisors are embedded in the research team to ensure the experiment respects indigenous protocols and does not cause harm.
6. Risk ManagementGiven the vulnerable nature of the client population in New Zealand Auckland, specific risks have been identified:
- Emotional Distress: Clients may experience distress when discussing housing or family issues. Social Workers are trained to provide immediate support and referrals to crisis services if necessary.
- Disruption of Care: To prevent disruption, the Control Group will be offered the training intervention after the conclusion of the 12-month experiment.
- Months 1-2: Recruitment of Social Workers and ethical approvals.
- Month 3: Training of Intervention Group.
- Months 4-11: Implementation of intervention and data collection.
- Month 12: Final data collection and analysis.
This Experiment Protocol aims to contribute significantly to the field of social work in New Zealand Auckland. By rigorously testing a culturally responsive model, we hope to provide evidence-based recommendations that can be adopted by government bodies and non-profit organizations. The ultimate goal is to empower Social Workers to deliver more effective, equitable, and culturally safe services to the diverse communities of Auckland.
