Project Title: Structural Integrity and Geotechnical Assessment of the Proposed Multi-Storey Commercial Complex
Location: Kampala, Uganda
Date of Report: October 24, 2023
Prepared For: The Uganda National Bureau of Standards (UNBS) and Project Stakeholders
This Peer Review Report has been commissioned to evaluate the technical design, structural calculations, and geotechnical considerations of the proposed multi-storey commercial complex located in the central business district of Kampala, Uganda. The review is conducted by an independent panel of senior Civil Engineers to ensure compliance with the National Building Code of Uganda, the National Structural Code of Uganda (NSCU), and international best practices relevant to the East African region.
The primary objective of this review is to verify the safety, serviceability, and durability of the proposed structure. Given the rapid urbanization of Kampala and the specific geological challenges presented by the region's volcanic soil and high water table, this assessment is critical. The scope includes a detailed examination of the foundation design, superstructure analysis, drainage systems, and material specifications.
The project involves the construction of a six-storey reinforced concrete building intended for mixed-use commercial and office purposes. The site is situated in an area of Kampala characterized by lateritic soil with varying depths of overburden. The design was originally prepared by a local engineering firm, and this peer review serves as a mandatory quality assurance step before the issuance of the final building permit by the Kampala Capital City Authority (KCCA).
A critical aspect of Civil Engineering in Uganda Kampala is the interaction between the structure and the underlying soil. The review panel analyzed the geotechnical investigation report submitted with the design. The soil profile indicates a top layer of made-up ground, followed by lateritic clay, and finally weathered volcanic rock at significant depth.
Findings: The proposed use of isolated footings for the corner columns is deemed acceptable based on the bearing capacity calculations. However, the review highlights a concern regarding the potential for soil settlement during the rainy season, which is prevalent in Kampala. The Civil Engineer’s design must account for differential settlement. We recommend the inclusion of tie beams between all footings to distribute loads more evenly and mitigate the risk of structural cracking due to soil movement.
The structural analysis was reviewed for compliance with the National Structural Code of Uganda. The design utilizes a reinforced concrete frame system. The review focused on load combinations, including dead loads, live loads, wind loads, and seismic considerations.
Seismic Considerations: While Uganda is not in a highly active seismic zone, the NSCU requires that structures in Kampala be designed to withstand minor seismic events. The current design incorporates adequate ductility in the beam-column joints. However, the reinforcement detailing in the shear walls requires revision to ensure proper confinement of concrete, which is essential for energy dissipation.
Wind Loads: The wind load calculations appear conservative and appropriate for the height of the building. The aerodynamic shape of the building reduces wind pressure, which has been correctly factored into the lateral load-resisting system.
Effective drainage is a paramount concern for any Civil Engineer working in Kampala due to the intense rainfall patterns and the city's historical challenges with flooding. The proposed site drainage plan was scrutinized for its ability to manage surface runoff and prevent water ingress into the basement level.
Findings: The current design relies heavily on gravity drainage towards the municipal stormwater network. The review panel notes that the gradient of the site is insufficient in the northern sector. We strongly recommend the installation of a sump pump system as a backup measure. Furthermore, the waterproofing specifications for the basement walls must be upgraded to include a high-grade bituminous membrane to prevent seepage, which is a common issue in Kampala’s high-water-table zones.
The report evaluates the proposed materials for local availability and quality. The use of locally sourced aggregates and cement is encouraged to support the Ugandan economy and reduce carbon footprint. However, the quality control of aggregates in the region can be variable.
Recommendation: The Civil Engineer must specify rigorous testing protocols for all aggregates used in the concrete mix. The concrete mix design should target a minimum strength of 30 MPa for structural elements. Additionally, the use of recycled water for construction activities should be considered to align with sustainable development goals relevant to Uganda’s infrastructure growth.
This Peer Review Report concludes that the overall design concept for the proposed commercial complex in Kampala is sound and generally compliant with the National Building Code of Uganda. However, specific modifications are required to address geotechnical risks, seismic detailing, and drainage efficiency.
Key Recommendations:
- Revise foundation design to include tie beams to mitigate differential settlement.
- Enhance reinforcement detailing in shear walls for improved seismic ductility.
- Install a sump pump system and upgrade basement waterproofing to address Kampala’s high water table.
- Implement strict quality control measures for locally sourced construction materials.
Upon satisfactory implementation of these recommendations, the project will be deemed safe for construction and beneficial to the urban development of Uganda Kampala.
