The landscape of public health in the Philippines is undergoing a profound transformation, driven by rapid urbanization and shifting environmental dynamics. In this context, the role of the veterinarian has evolved far beyond traditional livestock management. This poster presentation focuses on the critical intersection of veterinary medicine, urban planning, and public health within Metro Manila—a densely populated megacity facing unique challenges regarding zoonotic diseases and animal welfare.

Historically, veterinary science in the Philippines was predominantly agrarian. However, as Metro Manila has expanded into a complex ecosystem of high-rise residential areas, informal settlements (barangays), and commercial hubs, the interface between human health, domestic pets, and urban wildlife has intensified. This presentation argues that Veterinarians must be recognized as indispensable stakeholders in the "One Health" framework currently being advocated by the World Health Organization (WHO) and the Department of Agriculture (DA).

Metro Manila, comprising 16 cities and 1 municipality, is one of the most densely populated urban areas in the world. This density creates specific vectors for disease transmission that require specialized veterinary intervention. The primary issues addressed in this study include:

  • Zoonotic Risk Management: The high prevalence of stray dogs and cats, coupled with rat populations, creates significant risks for rabies and leptospirosis. Despite the Philippines being declared free from canine-transmitted human rabies transmission in 2015 by the WHO, vigilance remains crucial. Veterinarians are the frontline defense in maintaining these gains through mass vaccination drives.
  • Air Quality and Respiratory Health: Urban animals, particularly those living in informal settlements with poor sanitation, suffer from respiratory issues exacerbated by Metro Manila’s notorious air pollution. Veterinarians play a key role in monitoring animal health as bio-indicators of environmental quality.
  • Food Security and Biosecurity: While Metro Manila is not a primary agricultural zone, it is the central hub for food distribution. Veterinarians are essential in inspecting livestock arriving at markets like the Pasay Central Market to prevent the spread of African Swine Fever (ASF) and Avian Influenza.

This poster presentation synthesizes data collected from three primary sources in Metro Manila between 2018 and 2023:

  1. Surveillance Data Analysis: Review of records from the Bureau of Animal Industry (BAI) regarding rabies vaccination rates in cities such as Quezon City, Makati, and Taguig.
  2. Veterinary Workforce Survey: A quantitative survey distributed to over 200 licensed veterinarians practicing in Metro Manila clinics and government agencies to assess their perceived role in public health.
  3. Case Study Reviews: Qualitative analysis of successful veterinary-led initiatives, such as the "Adopt, Don’t Shop" campaigns and community-based animal health programs.

The data indicates a significant shift in the perception and necessity of veterinary services within urban planning policies. However, gaps remain in inter-agency coordination between the Department of Health (DOH) and the BAI.

The analysis reveals three critical insights regarding the Veterinarian in Philippines Manila:

  • The Rise of Companion Animal Care: There is a 40% increase in the number of veterinary clinics specializing in companion animals (dogs, cats, birds) over the last decade. This reflects a cultural shift among Metro Manila residents who view pets as family members. Consequently, veterinarians are increasingly responsible for behavioral medicine and preventive care for household pets.
  • Community-Based Veterinary Services: In informal settlements where access to private clinics is limited, community-based veterinary programs led by local government unit (LGU) veterinarians have shown success in reducing stray animal populations through Trap-Neuter-Return (TNR) methods. These programs not only control population growth but also reduce aggression and disease transmission.
  • Inter-Agency Gaps: While collaboration exists, there is a need for more structured protocols between veterinarians and human health officials during outbreak investigations. Data sharing is often siloed, delaying response times to potential pandemics.

The findings underscore that the Veterinarian is no longer just an agricultural expert but a public health guardian. In Metro Manila, where the line between urban and rural blurs due to peri-urban farming and dense housing, this role is critical. The concept of "One Health" must be operationalized through policy changes that mandate veterinary input in city planning decisions.

For instance, urban development projects should include assessments of animal displacement and the impact on local wildlife corridors. Furthermore, educational programs for veterinarians should expand to include epidemiology and urban ecology. By doing so, we equip our Veterinary professionals with the tools needed to address modern challenges.

In conclusion, the integration of veterinary science into the public health infrastructure of Metro Manila is not merely beneficial—it is essential. The Veterinarian serves as a vital link in protecting both human and animal populations against emerging threats.

We recommend the following actions for policymakers and academic institutions in Philippines Manila:

  1. Legislative Support: Enact stricter regulations on pet ownership and responsible breeding, supported by veterinary enforcement.
  2. Funding for TNR Programs:
  3. Enhanced One Health Training: Introduce joint training modules for medical doctors and veterinarians focused on zoonotic disease surveillance in urban settings.

By embracing this evolved role, we can create a healthier, safer, and more resilient Metro Manila for all its inhabitants—human and animal alike.
