Digital Inclusion and Service Navigation:Aid vulnerable populations in accessing digital government services (e-Devlet) which are increasingly the primary method for obtaining social security benefits.

Mental Health Support: Provide trauma counseling for victims of earthquakes and displaced families, focusing on both children and adults.

Educational Advocacy: Ensure that out-of-school children, particularly among migrant communities, are reintegrated into the formal education system.

Vocational Training Integration: Connect unemployed heads of households with local vocational centers to foster economic independence.

In this project, the Social Worker
s not merely a case manager but a bridge-builder. They operate at three levels: micro, mezzo, and macro. At the micro level, they conduct home visits to assess individual needs regarding food security and housing conditions. At the mezzo level they facilitate community centers that serve as hubs for cultural exchange and skill-sharing in neighborhoods like Fatih, Beyoglu,,and Kadikoy.

At the macro level, Social Workers collaborate with municipal authorities to advocate for policy changes that protect renters' rights and improve living standards in peripheral districts. Their presence helps demystify bureaucratic processes for non-Turkish speakers and those unfamiliar with the welfare system.

The deployment of Social Workers will be phased over a twenty-four-month period starting in Q1 2024. Phase one will focus on high-risk zones identified by recent earthquake damage assessments. Teams will consist of bilingual social workers fluent in Turkish, Arabic, and Kurdish to ensure effective communication with the most affected groups.

We propose establishing twelve new "Community Support Hubs" across Turkey Istanbul. Each hub will be staffed by a team of three senior Social Workers and five junior assistants. A robust M&E framework is essential to track the impact of Social Workers on ground. Indicators include:
