Terms and Conditions

This Purchase Order is issued by Dr. Elena V. Kuznetsova, an Academic Researcher at Saint Petersburg State University, in accordance with the internal procurement regulations of the institution and the funding provisions of the Russian Foundation for Basic Research (RFBR) grant referenced above.
All goods listed in this Purchase Order shall be delivered to the Department of Applied Physics laboratory, located at 7/9 Universitetskaya Embankment, Saint Petersburg, 199034, Russia. Delivery shall be completed no later than 30 July 2025.
The Supplier warrants that all equipment and materials conform to the specifications outlined in the attached technical annex and comply with all applicable standards of the Russian Federation, including GOST certification requirements for scientific instruments sold within the territory of Russia, Saint Petersburg.
Payment shall be made via bank transfer to the account specified by the Supplier within forty-five (45) calendar days of receipt of a valid invoice. The Academic Researcher's institution will process payment through its central accounting office in Saint Petersburg.
The Supplier shall provide a minimum two-year warranty on all capital equipment items (Items 1, 2, 3, and 6) from the date of acceptance by the Academic Researcher. Consumable items (Item 5) carry a standard 90-day quality guarantee.
Installation, calibration, and initial training for the Academic Researcher and laboratory staff shall be performed by qualified engineers from the Supplier at no additional cost. Training sessions shall be conducted at the Saint Petersburg State University premises.
In the event of non-conforming goods, the Academic Researcher reserves the right to reject delivery and request replacement or full refund within fifteen (15) business days of inspection. All costs associated with return shipping within Saint Petersburg and the Leningrad Oblast shall be borne by the Supplier.
This Purchase Order is governed by the civil law of the Russian Federation. Any disputes arising from this document shall be resolved through the Arbitration Court of the City of Saint Petersburg, Russia.
The Academic Researcher confirms that the funds allocated for this Purchase Order are secured under the referenced RFBR grant and that all procurement activities comply with the anti-corruption legislation of the Russian Federation.
This Purchase Order becomes effective upon signature by both parties and remains valid until all obligations herein are fully discharged. Amendments must be made in writing and signed by both the Academic Researcher and an authorized representative of the Supplier.
