This Purchase Order is issued by the Islamabad Institute of Biological Sciences (hereinafter referred to as "the Institute") to procure the professional services of a qualified Biologist for the purpose of conducting biological research, managing laboratory operations, and providing scientific consultancy within the premises of the Institute located in Pakistan Islamabad. The engagement of the Biologist is governed by the Federal Government of Pakistan's procurement regulations and the specific scientific standards mandated by the Pakistan National Council of Science & Technology (PCAST).

2. Qualifications and Requirements of the BiologistThe Biologist engaged under this Purchase Order must satisfy the following mandatory criteria as stipulated by the Institute and in accordance with the professional standards recognized in Pakistan Islamabad:
- Hold a Doctor of Philosophy (PhD) degree in Biology, Molecular Biology, Microbiology, or a closely related life science discipline from a university recognized by the Higher Education Commission (HEC) of Pakistan.
- Be registered with the Pakistan Science Foundation (PSF) Islamabad and maintain an active professional registration number.
- Have a minimum of five (5) years of post-doctoral research experience in biological sciences, with at least two (2) years of experience in laboratory management.
- Be a permanent resident of Pakistan Islamabad or be willing to relocate to Islamabad, Pakistan, for the entire duration of this Purchase Order contract.
- Hold a valid National Biosecurity Clearance Certificate issued by the relevant authority in Islamabad, Pakistan, for handling biological materials of Category 2 and above.
- Be proficient in English and Urdu, as all official documentation, reports, and communications under this Purchase Order must be prepared in both languages for compliance with the Islamabad Capital Territory administrative requirements.
- 3.1 This Purchase Order constitutes a binding agreement between the Islamabad Institute of Biological Sciences and the named Biologist. All terms are subject to the Federal Procurement Regulatory Authority (FPRA) guidelines applicable in Pakistan Islamabad.
- 3.2 The Biologist shall perform all duties exclusively at the Institute's premises located in Sector F-8/2, Islamabad, Pakistan, unless prior written authorization is granted for fieldwork in other regions of Pakistan.
- 3.3 All intellectual property, research data, publications, and scientific findings generated by the Biologist during the term of this Purchase Order shall be the sole property of the Institute. The Biologist shall not disclose proprietary information to any third party without written consent.
- 3.4 The Biologist is required to comply with all applicable laws of the Islamic Republic of Pakistan, including the Pakistan Environmental Protection Act, the National Biosecurity Act, and all municipal regulations of the Islamabad Capital Territory.
- 3.5 Payment shall be made via bank transfer to the Biologist's designated account in a bank operating in Islamabad, Pakistan. Invoices must be submitted by the 5th of each month for the preceding month's services.
- 3.6 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Biologist shall be compensated for all services rendered up to the date of termination.
- 3.7 Any disputes arising from this Purchase Order shall be resolved through arbitration in Islamabad, Pakistan, in accordance with the Arbitration Act of Pakistan, 1940.
- 3.8 The Biologist shall maintain professional indemnity insurance with a minimum coverage of PKR 10,000,000, valid throughout the contract period, with the Institute named as an additional insured party.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order for the engagement of the Biologist in Pakistan Islamabad. This document is executed in two (2) original copies, one for each party.
