This Purchase Order is issued by the West African Marine & Environmental Research Institute (WAMERI) to procure the professional services of a qualified Biologist to be deployed and stationed in Senegal Dakar for the duration of the project. The Biologist shall be responsible for conducting comprehensive ecological assessments, biodiversity surveys, and environmental impact studies along the coastal and estuarine zones of the Dakar region, including the Saloum Delta, the Langue de Barbarie peninsula, and the urban wetlands surrounding the city of Dakar.
The Biologist engaged under this Purchase Order must hold a minimum of a Master's degree in Biology, Ecology, or a closely related life science discipline, with a minimum of five (5) years of documented field experience in West African ecosystems. The Biologist shall be fluent in French (the official language of Senegal) and possess working proficiency in English. All fieldwork, laboratory analysis, and reporting shall be conducted in accordance with the regulatory framework established by the Senegalese Ministry of Environment, Sustainable Development, and Climate Action, as well as the standards set forth by the West African Economic and Monetary Union (WAEMU) environmental directives applicable to the Dakar metropolitan area.

Amount in words: Twenty-Two Million, Two Hundred and Fifty Thousand West African CFA Francs (XOF). All prices are inclusive of applicable Senegalese Value Added Tax (TVA) at 18%.
4.1 This Purchase Order is governed by the laws of the Republic of Senegal and the commercial code of the WAEMU. Any disputes arising from the execution of this Purchase Order shall be resolved through the competent courts of Dakar, Senegal.
4.2 The Biologist shall commence all duties no later than 01 July 2025 and shall maintain a minimum presence of five (5) working days per week at the WAMERI laboratory facility located in the Plateau district of Dakar, Senegal, with additional field days as required by the project schedule.
4.3 The Biologist shall comply with all health, safety, and environmental protocols established by WAMERI and the Senegalese Ministry of Health. All fieldwork in protected areas of Senegal, including the Saloum Delta National Park and the Langue de Barbarie Natural Park, shall be conducted only with valid permits obtained in the Biologist's name.
4.4 Payment shall be made in three (3) equal installments: 40% upon contract commencement, 30% upon submission of the mid-project report (end of month three), and 30% upon final acceptance of the comprehensive ecological report. All payments shall be made via bank transfer to the vendor's account domiciled in Dakar, Senegal.
4.5 The Biologist shall maintain full professional liability insurance valid in Senegal for the duration of the engagement. A certificate of insurance shall be provided to WAMERI prior to the commencement of fieldwork in Dakar.
4.6 All data, specimens, and intellectual property generated by the Biologist under this Purchase Order shall remain the exclusive property of WAMERI. The Biologist shall not publish, distribute, or disclose any findings without prior written authorization from the WAMERI Director General.
4.7 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Biologist shall deliver all completed work products and raw data to WAMERI within fourteen (14) days of the termination date.
All services under this Purchase Order shall be rendered primarily at the WAMERI headquarters in the Plateau district of Dakar, Senegal, with supplementary fieldwork conducted at designated ecological sites within the Dakar region and the broader Senegalese coastal zone. The Biologist shall report to the WAMERI Project Coordinator, Dr. Mamadou Diallo, on a weekly basis. All deliverables, including written reports, digital datasets, and physical specimen collections, shall be submitted to the WAMERI archives in Dakar, Senegal.
