This Purchase Order is issued by the Ministry of Health and Child Care, Republic of Zimbabwe, to formally procure the professional services of a qualified Biologist for the purpose of conducting a comprehensive ecological and biological assessment of water sources in the Harare metropolitan area. The Biologist engaged under this Purchase Order shall be responsible for sampling, laboratory analysis, field observation, and the preparation of a detailed scientific report on the biological integrity of the identified water bodies. This engagement is part of the national public health surveillance programme for the 2025 fiscal year and is governed by the Zimbabwe Public Procurement Act (Chapter 22:24) and the Environmental Management Act (Chapter 20:27).

The Biologist shall operate exclusively within the jurisdiction of Zimbabwe Harare and its immediate surrounding districts, including the areas of Chitungwiza, Epworth, and the Mukuvisi River corridor. All fieldwork, laboratory analysis, and reporting activities must be conducted in compliance with the standards set forth by the Zimbabwe National Standards Authority (ZANAS) and the World Health Organization (WHO) guidelines for biological water quality assessment.

4.1 Delivery and Performance: The Biologist shall commence fieldwork no later than 21 June 2025 and shall deliver the final ecological risk assessment report to the Procurement Division in Harare no later than 15 August 2025. All deliverables under this Purchase Order must be submitted in both hard copy (three (3) bound copies) and electronic format (PDF and editable spreadsheet) to the designated office in Zimbabwe Harare.

4.2 Payment Terms: Payment shall be made in two (2) instalments. The first instalment of fifty percent (50%) of the grand total, amounting to USD 13,029.50, shall be disbursed within fourteen (14) calendar days of the Biologist's written confirmation of acceptance of this Purchase Order. The second instalment of fifty percent (50%), amounting to USD 13,029.50, shall be disbursed within twenty-one (21) calendar days of the satisfactory acceptance of the final report by the Ministry's Technical Review Committee. All payments shall be made via electronic funds transfer to the Biologist's registered bank account in Zimbabwe Harare.

4.3 Professional Standards: The Biologist warrants that all services rendered under this Purchase Order shall be performed in accordance with the highest professional standards of biological science, in full compliance with the Zimbabwe Medical and Dental Council regulations, the Environmental Management Agency (EMA) of Zimbabwe, and applicable international best practices. The Biologist shall maintain valid professional indemnity insurance with a minimum cover of USD 500,000 for the duration of this engagement.

4.4 Intellectual Property: All data, reports, samples, and findings generated by the Biologist under this Purchase Order shall be the exclusive property of the Ministry of Health and Child Care, Republic of Zimbabwe. The Biologist shall not publish, distribute, or disclose any portion of the findings without prior written consent from the Purchaser.

4.5 Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination by the Purchaser for cause (including but not limited to failure to meet deliverable deadlines or breach of professional standards), no further payment shall be due beyond the value of services satisfactorily rendered up to the date of termination.

4.6 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Zimbabwe. Any disputes arising from this Purchase Order shall be resolved through the Zimbabwe Arbitration Centre in Harare.

This Purchase Order is issued under the authority of the Permanent Secretary, Ministry of Health and Child Care, and is binding upon both parties upon signature. The Biologist acknowledges receipt of this Purchase Order and confirms acceptance of all terms, conditions, and deliverables as specified herein.
