This Purchase Order is issued by the Federal Medical Equipment Authority for the engagement of a qualified Biomedical Engineer to provide comprehensive technical services, equipment maintenance, calibration, and clinical engineering support at designated healthcare facilities within Pakistan Islamabad. The Biomedical Engineer shall be responsible for the installation, commissioning, preventive maintenance, and troubleshooting of all biomedical and diagnostic equipment across the contracted facilities. This Purchase Order constitutes a binding agreement between the issuing authority and the service provider for the duration specified herein.

The Biomedical Engineer engaged under this Purchase Order shall perform the following duties at all assigned locations in Pakistan Islamabad:

  • Installation, configuration, and commissioning of diagnostic imaging systems (MRI, CT, X-ray, Ultrasound) at the National University of Medical Sciences campus in Pakistan Islamabad.
  • Preventive and corrective maintenance of patient monitoring systems, ventilators, defibrillators, and laboratory analyzers.
  • Calibration and quality assurance testing of all biomedical devices in compliance with Pakistan Standards and Quality Control Authority (PSQCA) regulations.
  • Preparation of technical documentation, maintenance logs, and compliance reports for the Federal Medical Equipment Authority.
  • Training of hospital technical staff on equipment operation and basic troubleshooting procedures.
  • Emergency response and on-call support for critical equipment failures at all contracted sites in Pakistan Islamabad.
  • Coordination with hospital administration for procurement of replacement parts and consumables as required.

  1. This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. All disputes arising from this Purchase Order shall be resolved through arbitration in Pakistan Islamabad in accordance with the Arbitration Act, 1940.
  2. The Biomedical Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Biomedical Engineering from a HEC-recognized institution in Pakistan and possess at least five (5) years of relevant professional experience in clinical engineering and medical device maintenance.
  3. The Biomedical Engineer shall maintain valid professional registration with the Pakistan Engineering Council (PEC) and shall provide proof of such registration prior to commencing work in Pakistan Islamabad.
  4. All services rendered under this Purchase Order shall be performed at the designated facilities within Pakistan Islamabad during standard working hours (08:00 to 17:00, Monday through Friday), unless otherwise specified for emergency response.
  5. Payment shall be processed within thirty (30) days of receipt of a valid invoice and satisfactory completion of the corresponding service milestone. All payments shall be made in Pakistani Rupees (PKR) via bank transfer to the account designated by the service provider.
  6. The service provider shall indemnify the Federal Medical Equipment Authority against any claims, losses, or damages arising from negligence, malpractice, or non-compliance by the Biomedical Engineer during the execution of this Purchase Order.
  7. This Purchase Order may be terminated by either party with thirty (30) days written notice. In the event of termination, all completed services shall be invoiced and paid in full.
  8. The Biomedical Engineer shall comply with all data protection and patient privacy regulations applicable in Pakistan Islamabad, including the Personal Data Protection Bill provisions.
  9. Any modifications or amendments to this Purchase Order must be made in writing and signed by authorized representatives of both parties.
NOTE: This Purchase Order is subject to approval by the Competent Authority of the Federal Medical Equipment Authority. The Biomedical Engineer shall not commence any work until written confirmation of approval is received. All work locations are within the administrative boundaries of Pakistan Islamabad Capital Territory.
