1. Description of Services — Business Consultant Engagement

This Purchase Order is issued by Kabul Enterprise Development Group (KEDG) to formally engage a qualified Business Consultant to provide comprehensive strategic advisory services within the operational jurisdiction of Afghanistan Kabul. The Business Consultant shall deliver a full spectrum of consulting services designed to strengthen the organizational capacity, operational efficiency, and market positioning of KEDG and its affiliated entities operating across the Kabul metropolitan area and surrounding provinces.

2. Scope of Work & Deliverables

The Business Consultant engaged under this Purchase Order shall be responsible for the following deliverables, all of which are to be produced and presented within the operational context of Afghanistan Kabul:

  • A comprehensive Strategic Business Plan document (minimum 120 pages) tailored to the economic and regulatory environment of Afghanistan Kabul, to be delivered within the first 45 days of engagement.
  • A detailed Market Intelligence Report analyzing the competitive landscape, consumer behavior, and growth opportunities within the Kabul commercial district and adjacent provinces.
  • A Supply Chain Optimization Blueprint that addresses local logistics challenges, including road infrastructure constraints, seasonal disruptions, and cross-border trade considerations relevant to Afghanistan Kabul.
  • A Financial Risk Assessment and Compliance Framework ensuring all KEDG operations adhere to the Commercial Code of Afghanistan and relevant banking regulations administered by the Central Bank of Afghanistan in Kabul.
  • Six (6) structured training workshops conducted at the KEDG headquarters in Darulaman, Kabul, covering leadership development, financial literacy, and operational management for a minimum of 40 staff members.
  • Monthly progress reports submitted to the Procurement Director of KEDG, with a final comprehensive engagement summary report upon project completion.
3. Terms and Conditions
  • 3.1 This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both authorized representatives. All services shall be rendered in accordance with the scope defined herein and applicable laws of the Islamic Republic of Afghanistan.
  • 3.2 The Business Consultant shall maintain full professional confidentiality regarding all proprietary information, financial data, and strategic plans of KEDG. A separate Non-Disclosure Agreement (NDA) is attached as Annex A to this Purchase Order.
  • 3.3 Payment shall be made in monthly installments of 1/6th of the total contract value, due within 30 days of receipt of the corresponding monthly invoice. Late payments shall incur a penalty of 1.5% per month.
  • 3.4 The Business Consultant is required to be physically present in Afghanistan Kabul for a minimum of 15 working days per month. Travel, accommodation, and local transportation within Kabul shall be covered by KEDG as a separate line item not included in the total contract value above.
  • 3.5 Either party may terminate this Purchase Order with 30 days written notice. In the event of early termination, the Business Consultant shall be compensated for all services rendered up to the termination date, plus a 10% completion bonus for any deliverables in progress.
  • 3.6 All disputes arising from this Purchase Order shall be resolved through arbitration in Kabul, Afghanistan, in accordance with the rules of the Afghanistan Arbitration Center. The governing law shall be the commercial laws of the Islamic Republic of Afghanistan.
  • 3.7 The Business Consultant warrants that all advice, reports, and recommendations provided shall be original, free from intellectual property infringement, and delivered with the highest standard of professional competence expected of a senior Business Consultant operating in the Afghanistan Kabul market.
  • 3.8 KEDG reserves the right to request revisions to any deliverable within 14 business days of initial submission. The Business Consultant shall incorporate reasonable revisions at no additional cost.
4. Acceptance & Authorization

By signing below, both parties acknowledge that this Purchase Order for Business Consultant services in Afghanistan Kabul has been reviewed, understood, and accepted in its entirety. This document supersedes all prior negotiations, correspondence, and preliminary agreements between the parties regarding the engagement described herein.
