This Purchase Order is issued by the Jerusalem Heritage Restoration Authority to engage the services of Master Carpenter Services Ltd., a licensed and registered Carpenter operating within the jurisdiction of Israel Jerusalem, for the purpose of restoring, repairing, and fabricating original wooden architectural elements within the Old City of Jerusalem. The Carpenter shall perform all work in accordance with the specifications outlined in Appendix A of the master contract (Ref: JER-REST-2025-019), local building codes of the State of Israel, and the heritage preservation guidelines issued by the Israel Antiquities Authority. All carpentry work must reflect traditional craftsmanship methods appropriate to the historical period of the structures involved.

All materials and completed carpentry work shall be delivered to the designated project sites within the Old City of Jerusalem, Israel, and the Talpiot Quarter. The Carpenter is responsible for arranging all logistics, including transport permits required by the Jerusalem Municipality for vehicle access to the Old City. Delivery windows are restricted to 07:00–15:00 on weekdays to comply with local noise ordinances. The Carpenter must coordinate with the Jerusalem Police and the Old City Management Authority for any large-scale material deliveries. All work must be completed no later than 30 September 2025.

Payment shall be made in three installments via bank transfer to the Carpenter's designated account at Bank Hapoalim, Jerusalem branch:

  • 30% advance payment (ILS 79,526.10) upon execution of this Purchase Order and submission of a detailed work schedule by the Carpenter.
  • 50% progress payment (ILS 132,543.50) upon completion of 60% of the scope, verified by the Authority's site inspector.
  • 20% final payment (ILS 53,017.40) upon full completion, final inspection, and issuance of a Certificate of Completion by the Israel Antiquities Authority.

All payments are subject to the terms of the Israeli Tax Authority regulations. The Carpenter must provide a valid VAT invoice for each payment tranche.

  1. This Purchase Order is governed by the laws of the State of Israel. Any disputes arising from this Purchase Order shall be resolved in the competent courts of Jerusalem, Israel.
  2. The Carpenter warrants that all work performed shall meet the standards set forth by the Israel Standards Institute (SII) for carpentry and woodwork, and shall comply with all applicable building regulations of the Jerusalem Municipality.
  3. The Carpenter shall maintain full professional liability insurance and workers' compensation coverage in accordance with Israeli labor law (National Insurance Law, 5755-1994) for the duration of the project.
  4. All materials used in the carpentry work must be sourced from suppliers within Israel or from approved international suppliers with proper customs clearance through the Israel Customs Authority. No materials may be imported without prior written approval from the Authority.
  5. The Carpenter shall not subcontract any portion of the work without prior written consent from the Purchasing Entity. Any approved subcontractor must hold a valid Israeli carpentry license.
  6. Work hours on the project site in Jerusalem shall comply with local regulations, including restrictions on Fridays and Jewish holidays. The Carpenter shall plan the work schedule accordingly.
  7. The Carpenter is responsible for all safety measures on-site in accordance with the Israeli Occupational Safety and Health regulations. A designated safety officer must be present during all active carpentry operations.
  8. Any changes to the scope of work must be documented in a written amendment to this Purchase Order, signed by both parties, before additional work commences.
  9. The Carpenter shall provide a minimum 24-month warranty on all carpentry work and materials, commencing from the date of final acceptance.
  10. This Purchase Order becomes effective upon signature by both parties and remains valid until the completion of all obligations or the expiration date stated herein, whichever comes first.

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the Carpenter services to be rendered in Israel Jerusalem.
