This Purchase Order is issued by Meridian Process Solutions Ltd to engage the services of a qualified Chemical Engineer for the design, optimisation, and commissioning of a new solvent recovery and distillation system at our processing facility located in the Portage Bay industrial precinct, New Zealand Wellington. The Chemical Engineer shall be responsible for all process engineering deliverables, including but not limited to process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), heat and mass balance calculations, equipment sizing, safety and hazard assessments (HAZOP), and compliance with the New Zealand Resource Management Act 1991 and the Health and Safety at Work Act 2015.

The engagement of this Chemical Engineer is critical to ensuring that the new solvent recovery unit meets all environmental discharge standards set by the Wellington Regional Council and that the process design achieves the target recovery efficiency of 94.5% for mixed organic solvents. The Chemical Engineer must hold a current Professional Engineer (PrEng) registration with Engineering New Zealand and demonstrate a minimum of ten (10) years of relevant experience in petrochemical and pharmaceutical process design within the New Zealand Wellington region or equivalent international jurisdictions.

The Chemical Engineer engaged under this Purchase Order shall deliver the following within the stipulated project timeline:

  • Complete process design package including PFDs, P&IDs, and heat and mass balance documentation, submitted in both PDF and editable CAD formats, no later than 15 August 2025.
  • A full HAZOP study conducted on-site at the Portage Bay facility in New Zealand Wellington, with a written safety case report delivered within ten (10) business days of the study completion.
  • Technical specifications for all major rotating and static equipment, including column internals, reboilers, condensers, and pump packages, suitable for tender to New Zealand Wellington-based and international fabricators.
  • On-site commissioning support for a minimum of three (3) consecutive weeks during the start-up phase, ensuring the Chemical Engineer is present for all critical process tie-ins and performance test runs.
  • Preparation and lodgement of all required environmental compliance documentation with the Wellington Regional Council, including discharge consent variations and emissions monitoring plans.
  • Two (2) structured training sessions for the plant operations team, covering process fundamentals, abnormal operating procedures, and emergency response protocols specific to the solvent recovery unit.
  • 4.1 This Purchase Order is governed by the laws of New Zealand and shall be interpreted in accordance with the New Zealand Contract and Commercial Law Act 2014.
  • 4.2 The Chemical Engineer shall maintain professional indemnity insurance of no less than NZD 5,000,000 per claim and public liability insurance of no less than NZD 10,000,000 for the duration of the engagement in New Zealand Wellington.
  • 4.3 All work performed under this Purchase Order shall comply with the New Zealand Standards (NZS) applicable to chemical process engineering, including NZS 1170 series for structural loads on process equipment and NZS 3760 for electrical installations in hazardous areas.
  • 4.4 The Chemical Engineer shall adhere to all site-specific health and safety requirements at the Portage Bay facility, including but not limited to the site's Safe Work Method Statements (SWMS), permit-to-work systems, and chemical handling protocols.
  • 4.5 Payment shall be made within thirty (30) calendar days of receipt of a valid tax invoice. Invoices must reference this Purchase Order number (PO-2025-WEL-0487) and the applicable line item(s).
  • 4.6 Any variation to the scope of work must be agreed in writing by both parties prior to commencement. Variations exceeding 10% of the total Purchase Order value require a formal amendment to this document.
  • 4.7 The Chemical Engineer warrants that all deliverables shall be original work, free from intellectual property encumbrances, and shall not infringe upon the rights of any third party.
  • 4.8 In the event of non-performance or breach, Meridian Process Solutions Ltd reserves the right to terminate this Purchase Order with fourteen (14) days written notice, subject to the provisions of the New Zealand Consumer Guarantees Act 1993 where applicable.

All on-site activities for this Purchase Order shall be conducted at the Meridian Process Solutions facility, 42 Portage Bay Road, Petone, Wellington 6022, New Zealand Wellington. The Chemical Engineer is required to report to the site office by 07:30 NZST on each scheduled working day. Site access is restricted to authorised personnel, and the Chemical Engineer must complete the site induction and hold a valid Working at Heights certificate and Confined Space Entry endorsement prior to first entry. Parking is available in the designated contractor lot at the rear of the facility. The site operates Monday to Friday, 07:00 to 17:00 NZST, with no weekend access permitted without prior written approval from the Project Manager.
