- This Purchase Order is issued by the Islamabad Central Chemist Laboratory & Research Facility and is governed by the laws of the Islamic Republic of Pakistan, specifically the Sale of Goods Act, 1930, and applicable regulations of the Pakistan Drug Regulatory Authority (PDRA).
- All chemical reagents and laboratory supplies listed herein must be delivered to the designated facility in Sector F-10/2, Islamabad, Pakistan, no later than 30 June 2025. The supplier, Al-Madina Chemist & Pharmaceutical Distributors, shall bear full responsibility for safe transport of hazardous materials in compliance with Pakistan's National Hazardous Waste Management Regulations.
- Payment shall be processed within thirty (30) calendar days from the date of a valid tax invoice, subject to satisfactory inspection and acceptance of all goods by the Chief Chemist or her designated representative at the Islamabad facility. Payment will be made via bank transfer to the supplier's registered account in Pakistan.
- All chemical products must carry valid batch numbers, certificates of analysis (CoA), and Material Safety Data Sheets (MSDS) compliant with the Pakistan Standards and Quality Control Authority (PSQCA) requirements. Any item failing quality inspection will be rejected at the supplier's cost.
- The supplier warrants that all goods are new, unused, and free from defects. A minimum warranty period of twelve (12) months applies to all equipment and consumables. Glassware and reagents must be in unopened, factory-sealed packaging upon delivery to Islamabad.
- In the event of non-delivery or partial delivery beyond the stipulated deadline, the supplier shall be liable for a penalty of 0.5% of the total Purchase Order value per day of delay, up to a maximum of 10%. The Buyer reserves the right to cancel this Purchase Order in case of delay exceeding fifteen (15) days.
- This Purchase Order is valid for acceptance within seven (7) calendar days from the date of issue. The supplier must confirm acceptance in writing via email or signed copy returned to the Islamabad procurement office.
- All disputes arising from this Purchase Order shall be resolved through arbitration in Islamabad, Pakistan, in accordance with the Arbitration Act, 1940 of Pakistan. The language of arbitration shall be English.
- The supplier must maintain valid NTN registration, sales tax registration, and any applicable chemical handling licenses issued by the Islamabad Capital Territory (ICT) government for the duration of this Purchase Order.
- Confidentiality: Both parties agree to maintain strict confidentiality regarding pricing, quantities, and the nature of chemical research conducted at the Islamabad facility. No information from this Purchase Order shall be disclosed to third parties without written consent.
