Description of Services – Civil Engineer Engagement

This Purchase Order is issued by Al-Riyadh Infrastructure & Development Company (ARIDC) to formally engage the services of a qualified Civil Engineer and associated engineering consultancy team for the design, supervision, and quality assurance of the Riyadh Metro Extension Phase II – Al Olaya Interchange Project. The Civil Engineer shall be responsible for all structural design calculations, geotechnical assessments, construction supervision, and compliance verification in accordance with the Saudi Building Code (SBC), the Saudi Standards, Metrology and Quality Organization (SASO) regulations, and the Riyadh Municipality engineering guidelines. The Civil Engineer must hold a valid professional license issued by the Saudi Council of Engineers (SCE) and possess a minimum of fifteen (15) years of experience in large-scale infrastructure projects within Saudi Arabia Riyadh and the wider Kingdom.

Terms and Conditions

1. This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia and shall be interpreted in accordance with the Saudi Civil Transactions Law.
2. The Civil Engineer and all sub-consultants engaged under this Purchase Order must be fully licensed by the Saudi Council of Engineers and must maintain valid professional indemnity insurance with a minimum coverage of SAR 5,000,000.
3. All deliverables, reports, and documentation produced by the Civil Engineer shall be submitted in both Arabic and English to the Riyadh Municipality Engineering Department and to ARIDC's project management office within the timelines specified in the attached Statement of Work.
4. Payment shall be made in Saudi Riyals (SAR) via bank transfer to the vendor's designated account in a Saudi Arabian commercial bank. Invoices must reference this Purchase Order number (PO-ARIDC-2025-0472) and include a valid VAT invoice compliant with ZATCA e-invoicing requirements.
5. The Civil Engineer shall comply with all health, safety, and environmental (HSE) regulations applicable to construction and engineering activities in Saudi Arabia Riyadh, including those issued by the Ministry of Environment, Water and Agriculture and the Riyadh Municipality.
6. Any variation in scope exceeding ten percent (10%) of the total Purchase Order value requires a written amendment signed by both parties before additional work commences.
7. The Civil Engineer shall not subcontract any portion of the structural design or supervision services without prior written approval from ARIDC's Chief Project Engineer.
8. Disputes arising from this Purchase Order shall be resolved through the Saudi Center for Commercial Arbitration (SCCA) in Riyadh, Saudi Arabia.
9. This Purchase Order becomes effective upon signature by both parties and remains valid for the duration of the project unless terminated earlier in accordance with the termination clause of the master service agreement.

Important Notes:
• The Civil Engineer must be physically present at the Riyadh project site no fewer than six (6) days per week during active construction phases.
• All engineering drawings and calculations must be stamped and signed by a licensed Civil Engineer registered with the Saudi Council of Engineers.
• The vendor shall provide a detailed mobilization plan within seven (7) calendar days of this Purchase Order's acceptance.
• This Purchase Order does not constitute a guarantee of employment; it is a procurement instrument for professional engineering services rendered in Saudi Arabia Riyadh.
