This Purchase Order is issued by the Tanzania Infrastructure Development Authority (TIDA) to engage the services of a qualified Civil Engineer for the design, supervision, and quality assurance of the Dar es Salaam Coastal Road Rehabilitation Project – Phase II. The Civil Engineer shall provide all professional engineering services, structural calculations, geotechnical assessments, and on-site supervision in accordance with the Tanzanian Building Regulations, the Tanzania Roads Authority (TRA) standards, and the applicable codes of practice registered under the Tanzania Association of Registered Engineers (TARE). All deliverables shall be executed within the boundaries of Tanzania Dar es Salaam and shall comply with the environmental impact assessment requirements set forth by the National Environment Management Council (NEMC) of Tanzania.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the United Republic of Tanzania, including the Public Procurement Act (Cap. 382) and the Tanzania Building Regulations. Any disputes arising from this Purchase Order shall be resolved through arbitration in Dar es Salaam, Tanzania, in accordance with the Arbitration Act of Tanzania.
- Professional Qualification: The Civil Engineer engaged under this Purchase Order must hold a valid professional registration with the Tanzania Association of Registered Engineers (TARE) and a minimum of ten (10) years of post-qualification experience in civil infrastructure projects within East Africa. A copy of the TARE registration certificate shall be attached as Annexure A.
- Delivery and Performance: All materials listed in this Purchase Order shall be delivered to the designated project site on Mbezi Beach Road, Dar es Salaam, Tanzania, within the timelines specified in the approved project schedule. The Civil Engineer shall commence on-site supervision no later than 1 July 2025 and shall complete all services by 31 December 2025.
- Payment Schedule: Payment shall be made in three (3) tranches: 30% upon acceptance of this Purchase Order and submission of a performance bond; 50% upon completion of 75% of the physical works as certified by the supervising Civil Engineer; and 20% upon final acceptance and submission of the as-built documentation to TIDA, Dar es Salaam.
- Quality Assurance: All construction materials must meet the standards prescribed by the Tanzania Bureau of Standards (TBS). The Civil Engineer shall conduct random sampling and laboratory testing of all materials on-site and shall report any non-conformance to TIDA within forty-eight (48) hours.
- Insurance and Indemnity: The Civil Engineer shall maintain comprehensive professional indemnity insurance with a minimum cover of TZS 500,000,000 for the duration of the project. The Civil Engineer shall indemnify TIDA against any claims, losses, or damages arising from negligence, design errors, or professional misconduct.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination for cause, the Civil Engineer shall be compensated only for work satisfactorily completed and accepted up to the date of termination.
- Confidentiality: All project drawings, geotechnical data, and proprietary information exchanged under this Purchase Order shall be treated as confidential and shall not be disclosed to third parties without the prior written consent of TIDA, Dar es Salaam.
