This Purchase Order is issued by the Ministry of Education of Ethiopia to formally engage a qualified Curriculum Developer for the design, development, and revision of the national secondary school curriculum framework. The Curriculum Developer shall be responsible for creating comprehensive, culturally relevant, and internationally benchmarked learning materials aligned with the Ethiopian Education Sector Development Plan (ESDP IV). All work shall be conducted primarily in Ethiopia Addis Ababa, with the Curriculum Developer maintaining a dedicated workspace at the Ministry of Education premises in Bole, Addis Ababa, for the duration of the contract.

The Curriculum Developer shall commence work no later than 1 July 2025. All deliverables must be submitted to the Curriculum Development and Quality Assurance Directorate in Ethiopia Addis Ababa according to the following milestones:

  • Milestone 1: Completion of Needs Assessment Report – 31 August 2025
  • Milestone 2: Submission of Draft Curriculum Frameworks (Science & Mathematics, Grades 10–12) – 30 November 2025
  • Milestone 3: Completion of Pilot Testing in 10 selected schools in Addis Ababa – 28 February 2026
  • Milestone 4: Final Revised Curriculum Documents and Teacher Training Manuals – 30 April 2026
  • Milestone 5: Final Project Report and Handover – 31 May 2026

Payment shall be made in Ethiopian Birr (ETB) via bank transfer to the supplier's designated account at Commercial Bank of Ethiopia, Addis Ababa branch. Payment schedule is as follows:

  • 30% advance payment upon signing of this Purchase Order and submission of a performance bond equivalent to 10% of the total contract value.
  • 40% upon satisfactory completion and acceptance of Milestones 1 and 2.
  • 20% upon completion of Milestone 3 (Pilot Testing).
  • 10% upon final acceptance of all deliverables at Milestone 5.

All payments are subject to verification by the Ministry's internal audit unit. Late delivery of any milestone shall attract a penalty of 0.5% of the milestone value per calendar day of delay, capped at 10% of the milestone value.

  1. This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia, including the Ethiopian Civil Service Proclamation and the Public Procurement and Property Administration Proclamation No. 1160/2019.
  2. The Curriculum Developer shall maintain full confidentiality of all proprietary data, student records, and internal Ministry documents accessed during the engagement in Ethiopia Addis Ababa.
  3. The Curriculum Developer must hold a minimum of a Master's degree in Curriculum and Instruction, Educational Technology, or a related field, with at least eight (8) years of documented experience in curriculum design within the Ethiopian or East African education context.
  4. All curriculum materials developed shall be in both Amharic and English, with provisions for translation into Oromiffa, Afaan Oromo, Tigrigna, and other regional languages as directed by the Ministry.
  5. The Curriculum Developer shall comply with all data protection regulations of Ethiopia and shall not transfer any student or institutional data outside the country without written authorization.
  6. Intellectual property rights for all curriculum materials, frameworks, and training documents produced under this Purchase Order shall vest exclusively with the Ministry of Education, Ethiopia.
  7. Either party may terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, provided that all work completed to date is compensated at the agreed rates.
  8. Disputes arising from this Purchase Order shall be resolved through amicable negotiation in Addis Ababa, Ethiopia, and failing that, through the competent courts of the Federal Democratic Republic of Ethiopia.

This Purchase Order is issued and authorized by the undersigned on behalf of the Ministry of Education, Federal Democratic Republic of Ethiopia. The supplier acknowledges receipt and acceptance of all terms, conditions, and obligations outlined in this document.
