This Purchase Order is issued by the Wellington Regional Education Authority to formally procure the professional services of a qualified Curriculum Developer to design, develop, and deliver a comprehensive secondary-level curriculum framework for the 2026 academic year. The Curriculum Developer shall operate out of the designated office premises located in New Zealand Wellington, specifically within the Te Aro business district, and shall be available on-site for a minimum of four (4) days per week throughout the contracted period.
The scope of work for the Curriculum Developer includes, but is not limited to: the design of learning outcomes aligned with the New Zealand Curriculum (Te Marautanga o Aotearoa); the development of assessment frameworks and rubrics; the creation of differentiated learning pathways for Years 9 through 13; the integration of Mâori and Pasifika pedagogical approaches; and the production of teacher resource packs for all core subject areas. All deliverables must reflect the cultural and educational context of New Zealand Wellington and its diverse student population.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of New Zealand, specifically the Contract and Commercial Law Act 2017 and the Education Act 1989 as applicable to curriculum development in the Wellington region.
- Place of Performance: All services under this Purchase Order shall be performed at the service provider's registered office in New Zealand Wellington, or at such other locations within the Wellington City Council boundary as mutually agreed in writing by both parties.
- Curriculum Developer Qualifications: The Curriculum Developer engaged under this Purchase Order must hold a minimum of a Master's degree in Curriculum and Instruction, possess a valid New Zealand teaching registration, and demonstrate a minimum of eight (8) years of experience in curriculum design within the New Zealand education system.
- Intellectual Property: All curriculum materials, frameworks, assessment tools, and resource packs developed by the Curriculum Developer under this Purchase Order shall become the sole intellectual property of the Wellington Regional Education Authority upon full payment. The Curriculum Developer retains the right to reference the engagement in professional portfolios with prior written consent.
- Confidentiality: The Curriculum Developer shall maintain strict confidentiality regarding all student data, internal school policies, and proprietary information encountered during the course of work in New Zealand Wellington. This obligation survives the termination of this Purchase Order for a period of five (5) years.
- Payment Schedule: Payment shall be made in three (3) instalments: 30% upon execution of this Purchase Order, 40% upon delivery of the draft curriculum framework for review, and 30% upon final acceptance of all deliverables. All payments shall be made via bank transfer to the account specified by the service provider.
- Acceptance and Rejection: The Wellington Regional Education Authority shall have fourteen (14) calendar days from the date of delivery to review and accept or reject each deliverable. Rejection must be accompanied by a written statement of specific deficiencies. The Curriculum Developer shall have ten (10) business days to address any identified deficiencies at no additional cost.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Curriculum Developer shall be compensated for all services rendered up to the date of termination, and all work-in-progress materials shall be delivered to the Wellington Regional Education Authority.
- Dispute Resolution: Any dispute arising from this Purchase Order shall first be subject to mediation in New Zealand Wellington. If mediation is unsuccessful, the dispute shall be referred to the District Court of Wellington for resolution.
- Health and Safety: The Curriculum Developer shall comply with all applicable New Zealand health and safety legislation, including the Health and Safety at Work Act 2015, while conducting on-site activities in New Zealand Wellington.
The Curriculum Developer shall deliver all completed curriculum materials, assessment frameworks, and teacher resource packs to the designated office of the Wellington Regional Education Authority at 12 Lambton Quay, Te Aro, Wellington 6011, New Zealand, no later than 15 August 2025. Delivery shall include both digital (PDF and editable Word formats) and printed copies (three (3) bound sets) of all materials. The Curriculum Developer shall present a final project summary to the Authority's Education Board in a formal meeting held in New Zealand Wellington, outlining the pedagogical rationale, alignment with the New Zealand Curriculum, and recommendations for ongoing curriculum review.
This Purchase Order is valid upon signature by both parties. By signing below, each party acknowledges and agrees to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Curriculum Developer services in New Zealand Wellington.
