This Purchase Order is issued by the Manchester Metropolitan Education Consortium to formally engage the services of a qualified Curriculum Developer for the design, development, and implementation of a comprehensive secondary education curriculum framework. The Curriculum Developer shall be responsible for the end-to-end creation of learning materials, assessment strategies, and pedagogical frameworks aligned with the National Curriculum standards as set by the Department for Education in the United Kingdom.

The Curriculum Developer engaged under this Purchase Order shall operate primarily from the offices of the purchasing organisation located in United Kingdom Manchester and shall be expected to conduct in-person consultations, stakeholder workshops, and classroom observations at the consortium's partner schools across the Greater Manchester region. The scope of work for the Curriculum Developer includes, but is not limited to, the following deliverables:

  • Development of a five-year curriculum roadmap covering Key Stages 3 and 4 (Years 7 through 11) across all core subjects including English, Mathematics, the Sciences, and the Humanities.
  • Design of differentiated learning pathways to accommodate students with varying abilities, including provisions for students with Special Educational Needs and Disabilities (SEND) in accordance with the Equality Act 2010 applicable in the United Kingdom.
  • Creation of a comprehensive assessment and evaluation framework, including formative and summative assessment tools, moderation guidelines, and progress-tracking methodologies.
  • Preparation of teacher training materials and professional development workshops to ensure effective delivery of the new curriculum by all teaching staff in United Kingdom Manchester partner institutions.
  • Integration of cross-curricular themes such as sustainability, digital literacy, and global citizenship into the curriculum structure.
  • Production of a final Curriculum Developer report documenting all design decisions, pedagogical justifications, and implementation recommendations.

  1. This Purchase Order constitutes a binding agreement between the Manchester Metropolitan Education Consortium and NorthWest Educational Design Ltd. upon countersignature by both parties. All work shall be performed in accordance with the laws of England and Wales, with the primary place of performance being United Kingdom Manchester.
  2. The Curriculum Developer shall maintain professional indemnity insurance with a minimum cover of £5,000,000 for the duration of the engagement and shall provide a certificate of insurance upon request.
  3. All intellectual property created by the Curriculum Developer under this Purchase Order, including curriculum documents, assessment tools, training materials, and the final report, shall become the sole property of the Manchester Metropolitan Education Consortium upon full payment.
  4. The Curriculum Developer shall comply with all data protection requirements under the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 when handling any student or staff data encountered during the engagement in United Kingdom Manchester.
  5. Payment shall be released in three instalments: 40% upon acceptance of the curriculum roadmap (Month 4), 40% upon completion of the assessment framework and training materials (Month 8), and 20% upon final acceptance of the Curriculum Developer report (Month 9).
  6. Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Curriculum Developer shall be compensated for all work completed and accepted up to the date of termination.
  7. All disputes arising from this Purchase Order shall be resolved through mediation in United Kingdom Manchester before any formal legal proceedings are initiated. The courts of Manchester shall have exclusive jurisdiction.
  8. The Curriculum Developer shall attend a minimum of two (2) stakeholder review meetings per month at the consortium's offices in United Kingdom Manchester to provide progress updates and receive feedback.
