3. Scope and Purpose of This Purchase Order

This Purchase Order is issued by the Federal Customs Authority of Iraq to procure specialized operational equipment, personal protective gear, and digital inspection tools required for the deployment and daily operations of Customs Officers stationed at the Baghdad International Airport (BIAB) cargo terminal, the Al-Amara land border crossing, and the Tigris River port inspection facility. All items listed below are designated exclusively for use by accredited Customs Officers operating within the jurisdiction of Iraq Baghdad. The procurement is conducted in accordance with the Iraqi Government Procurement Law No. 22 of 2013 and the Federal Customs Authority internal procurement regulations.

5. Delivery and Installation Terms

The supplier shall deliver all goods listed in this Purchase Order to the Federal Customs Authority warehouse located at Al-Mansour District, Baghdad, Iraq, no later than 30 July 2025. Delivery to the Iraq Baghdad site must be completed in no more than three (3) separate shipments, each accompanied by a signed delivery note, certificate of origin, and conformity test report. Installation and calibration of the X-ray scanners, drug-detection kits, and vehicle-mounted platforms shall be performed by the supplier's certified technicians at the designated Iraq Baghdad inspection facilities within fourteen (14) calendar days of final delivery. All Customs Officers assigned to the receiving units shall be present during installation for hands-on familiarization training.

6. Payment Terms

Payment for this Purchase Order shall be made in Iraqi Dinar (IQD) via bank transfer to the supplier's registered account. The payment schedule is as follows:

  1. 30% advance payment (IQD 639,802,500) upon signing of this Purchase Order and submission of a bank guarantee equivalent to the advance amount.
  2. 50% progress payment (IQD 1,066,337,500) upon successful delivery and acceptance of all goods at the Iraq Baghdad warehouse, confirmed by the receiving Customs Officer team.
  3. 20% final payment (IQD 426,535,000) upon completion of installation, calibration, and a 30-day defect-free operational period.
7. Warranties, Penalties, and Compliance
  1. All equipment shall carry a minimum three (3) year manufacturer's warranty covering parts and labor. The supplier shall maintain a dedicated service desk in Iraq Baghdad for rapid response to any Customs Officer equipment malfunction.
  2. For every day of delay beyond the agreed delivery date, the supplier shall pay a penalty of 0.5% of the total Purchase Order value per day, capped at 10% of the total value.
  3. All goods must comply with Iraqi Standards and Metrology Organization (ISM) regulations and the technical specifications annexed to this Purchase Order. Non-conforming items will be rejected at the supplier's expense.
  4. The supplier warrants that no item listed herein is subject to any export restriction that would impede its lawful use by a Customs Officer within the territory of Iraq.
  5. This Purchase Order is governed by the laws of the Republic of Iraq. Any disputes shall be resolved through the Baghdad Commercial Court of First Instance.
NOTE: This Purchase Order is an official government document of the Federal Customs Authority of Iraq. Unauthorized reproduction, alteration, or distribution is strictly prohibited. All Customs Officers receiving equipment under this Purchase Order must sign an individual asset custody register maintained at the Iraq Baghdad Regional Directorate. 8.
