3. Scope of Supply — Customs Officer Equipment and Services

This Purchase Order is issued by the Nigerian Customs Service, Nigeria Abuja, to procure specialised equipment, digital systems, and professional training services required for the deployment and operational readiness of a newly appointed Customs Officer at the Abuja International Airport and the Maitama Land Border Post. 4. Terms and Conditions

4.1 This Purchase Order is governed by the Public Procurement Act 2023 of the Federal Republic of Nigeria and all applicable regulations of the Nigerian Customs Service, Nigeria Abuja. The supplier acknowledges that this Purchase Order constitutes a binding contract upon signature by both parties.

4.2 All goods and services procured under this Purchase Order must be delivered to the designated Customs Officer Training Academy or the Abuja International Airport Customs Division, Nigeria Abuja, no later than the Required Delivery Date stated in Section 1. Late delivery shall attract a penalty of 1.5% of the total Purchase Order value per day of delay, up to a maximum of 15%.

4.3 The supplier shall ensure that all equipment supplied for the Customs Officer meets the international standards set by the World Customs Organization (WCO) and complies with the specifications outlined in the Nigerian Customs Service Technical Manual, 2024 Edition. Any non-conforming item shall be replaced at the supplier's sole expense within seven (7) working days.

4.4 Payment shall be made via electronic bank transfer to the account specified in Section 2, within thirty (30) calendar days of successful delivery, inspection, and written acceptance by the Authorised Officer of the Nigerian Customs Service, Nigeria Abuja. No payment shall be made until a valid Tax Invoice and Certificate of Origin (where applicable) are submitted.

4.5 The supplier warrants that all goods are new, free from defects, and fit for the purpose of Customs Officer operations. A minimum warranty period of twenty-four (24) months applies to all electronic and mechanical equipment. The Customs Officer shall have priority access to technical support and replacement parts throughout the warranty period.

4.6 The training services described in Item 05 shall be conducted at the Customs Officer Training Academy, Nigeria Abuja, and must be completed within the stipulated 14-day window. The supplier shall provide a detailed training curriculum, certified instructors, and a final assessment report to the Nigerian Customs Service within five (5) working days of programme completion.

4.7 This Purchase Order may not be assigned, subcontracted, or transferred without the prior written consent of the Nigerian Customs Service, Nigeria Abuja. Any breach of this clause shall render this Purchase Order void at the sole discretion of the Buyer.

4.8 Disputes arising from this Purchase Order shall be resolved through arbitration in Abuja, FCT, Nigeria, in accordance with the Arbitration and Conciliation Act 2023. The language of arbitration shall be English.

5. Authorisation and Acceptance

This Purchase Order is issued under the authority of the Comptroller-General of Customs, Federal Republic of Nigeria, and is valid for the procurement of all items and services necessary to equip, train, and deploy a Customs Officer at the Nigeria Abuja operational sites. The supplier's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, specifications, and delivery obligations herein.
