1. PURPOSE AND SCOPEThis Purchase Order is issued by the Moscow Region Directorate of the Federal Customs Service of the Russian Federation to procure specialized equipment, technical systems, and professional services required for the deployment and operational readiness of a Customs Officer stationed at the Sheremetyevo International Airport (SVO) cargo terminal in Russia Moscow. All physical goods listed in this Purchase Order shall be delivered to the designated locations within Russia Moscow no later than 30 July 2025. The supplier is responsible for all logistics, customs clearance of imported components (where applicable), installation, and initial commissioning of equipment at the Sheremetyevo International Airport cargo terminal. The Customs Officer assigned to the SVO post shall be present during installation to verify operational readiness and sign the acceptance certificate. Training services (Item 4) shall be conducted at the FCS Training Centre in Moscow between 1 August and 15 August 2025.
4. PAYMENT TERMSPayment shall be made in Russian Rubles (RUB) via bank transfer to the supplier's designated account. The payment schedule is as follows: 40% advance payment upon execution of this Purchase Order; 50% upon delivery and successful installation of all equipment; 10% upon completion of the training programme and final acceptance by the Customs Officer and the Moscow Directorate. Invoices must reference Purchase Order No. FCS-MOW-2025-04871. Payment terms are net 30 days from the date of invoice issuance.
5. TERMS AND CONDITIONS- This Purchase Order constitutes a binding agreement between the Federal Customs Service of the Russian Federation (Moscow Region Directorate) and the supplier upon signature by both authorized representatives.
- All equipment must comply with GOST standards and EAEU technical regulations. The supplier warrants that all items are new, unused, and free from defects for a period of 24 months from the date of acceptance.
- The Customs Officer designated by the Moscow Directorate shall have the authority to reject any item that does not meet the specifications outlined in this Purchase Order. Rejected items must be replaced within 10 business days at the supplier's expense.
- The supplier shall maintain full confidentiality regarding the operational details, deployment locations, and security protocols associated with the Customs Officer programme in Russia Moscow. Any breach of confidentiality shall result in immediate contract termination and legal proceedings under Federal Law No. 59-FZ.
- Delivery delays exceeding 15 calendar days shall incur a penalty of 0.5% of the total contract value per day of delay, capped at 10% of the total value.
- All disputes arising from this Purchase Order shall be resolved through arbitration at the Arbitration Court of the City of Moscow in accordance with the procedural rules of the Russian Federation.
- This Purchase Order is governed by the Civil Code of the Russian Federation and applicable federal customs legislation. Any amendments must be made in writing and signed by both parties.
- The supplier acknowledges that the procured equipment is intended exclusively for official use by the Customs Officer of the Federal Customs Service and shall not be resold, transferred, or repurposed without written authorization from the Moscow Directorate.
