The services described herein are essential to ensure full compliance with the regulations of the Saudi General Authority for Customs (ZATCA) and the Saudi Standards, Metrology and Quality Organization (SASO). The appointed Customs Officer shall operate exclusively within the jurisdiction of Jeddah, Saudi Arabia, and shall be responsible for all customs declarations, tariff classifications, duty assessments, and regulatory filings associated with the shipments listed below.

The Customs Officer engaged under this Purchase Order shall perform the following duties within the operational boundaries of Saudi Arabia Jeddah:
- Prepare and submit all electronic customs declarations via the FASAH platform on behalf of the Buyer for all shipments entering or departing through Jeddah ports and airports.
- Conduct accurate tariff classification of all goods in accordance with the Saudi Customs Tariff and the Harmonized System, ensuring correct application of duty rates, excise taxes, and any applicable anti-dumping or countervailing duties.
- Coordinate with Saudi General Authority for Customs (ZATCA) officers at Jeddah Islamic Port, Jeddah Dry Port, and King Abdulaziz International Airport to facilitate physical inspections, document verification, and release of cargo.
- Ensure all shipments comply with SASO technical regulations, the Saudi Food and Drug Authority (SFDA) requirements where applicable, and the Ministry of Commerce regulations governing import and export activities in Saudi Arabia Jeddah.
- Manage bonded warehouse operations within the Jeddah Free Zone, including inventory tracking, re-export documentation, and duty deferral applications.
- Provide written reports to the Buyer within 48 hours of each clearance event, detailing duties paid, any penalties assessed, and recommendations for future compliance improvements.
- Maintain a minimum of five (5) years of documented experience as a licensed Customs Officer registered with the Saudi Customs Authority, with a valid professional license current as of the date of this Purchase Order.
- 1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Saudi Arabia. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the competent courts in Jeddah, Saudi Arabia.
- 2. Delivery & Performance: All services rendered by the Customs Officer must be completed within the timelines specified in this Purchase Order. Failure to meet the required delivery date of 30 June 2025 may result in a penalty of 1% of the total contract value per day of delay, capped at 10%.
- 3. Payment: Payment shall be made via bank transfer to the IBAN specified above within thirty (30) calendar days of receipt of a valid tax invoice. Late payments shall accrue interest at the rate of 1.5% per month.
- 4. Confidentiality: The Customs Officer and the Service Provider agree to maintain strict confidentiality regarding all commercial data, shipment details, and proprietary information disclosed under this Purchase Order. This obligation survives termination for a period of three (3) years.
- 5. Insurance & Liability: The Service Provider shall maintain professional indemnity insurance of no less than SAR 5,000,000 covering all activities performed by the Customs Officer in Saudi Arabia Jeddah. The Service Provider shall be liable for any financial losses, penalties, or demurrage charges arising from errors or omissions in customs declarations.
- 6. Termination: Either party may terminate this Purchase Order with fourteen (14) days written notice. In the event of termination, the Buyer shall pay for all services rendered up to the date of termination.
- 7. Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to port closures, government-mandated shutdowns, or natural disasters affecting the Jeddah region.
- 8. Anti-Bribery: The Service Provider and the Customs Officer warrant that no bribes, kickbacks, or improper payments have been or will be made to any Saudi government official, including ZATCA officers, in connection with this Purchase Order.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Customs Officer for trade facilitation services in Saudi Arabia Jeddah.
