1. SCOPE OF PURCHASE ORDERThis Purchase Order is issued by the General Authority for Customs, headquartered in Saudi Arabia Riyadh, for the procurement of comprehensive Customs Officer training programs, specialized inspection equipment, and operational support services. This Purchase Order covers the full cycle of professional development for Customs Officer personnel stationed at all major ports of entry within the Riyadh metropolitan area, including King Khalid International Airport, the Riyadh Land Border Crossing, and the Riyadh Free Trade Zone. The supplier shall deliver all goods and services in strict compliance with the regulations of the General Authority for Customs and the Saudi Standards, Metrology and Quality Organization (SASO).

All prices are quoted in Saudi Riyals (SAR) and are inclusive of delivery to the designated Customs Officer training and operational facilities within Saudi Arabia Riyadh. The total amount under this Purchase Order is fixed and shall not be subject to escalation for the duration of the contract period.
4. DELIVERY AND IMPLEMENTATION SCHEDULEThe supplier shall complete all deliveries and service implementations within the following timelines, all measured from the date of acceptance of this Purchase Order:
- Phase 1 (Weeks 1–4): Delivery and installation of all hardware items (XRF spectrometers, body-worn cameras, uniforms, and documentation system hardware) to the GAC Riyadh headquarters and designated Customs Officer stations.
- Phase 2 (Weeks 5–10): Setup and commissioning of the Customs Officer training facility, including simulation labs, examination rooms, and digital learning infrastructure at the Riyadh campus.
- Phase 3 (Weeks 11–16): Commencement of the 120-hour Advanced Customs Officer Training Program for the first cohort of 45 officers. Concurrently, the 40-hour recertification program for 150 active Customs Officer personnel shall begin.
- Phase 4 (Weeks 17–20): Completion of all training modules, final examinations, certification issuance, and handover of all technical manuals and reference materials to the Customs Officer units in Saudi Arabia Riyadh.
- This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia and the regulations of the General Authority for Customs. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Saudi Arabia Riyadh.
- The supplier warrants that all equipment and materials supplied under this Purchase Order are new, of original manufacture, and fully compliant with SASO standards applicable to Customs Officer operational equipment in the Kingdom.
- Payment shall be made in three installments: 30% upon signing and acceptance of this Purchase Order, 40% upon completion of Phase 2 (facility setup), and 30% upon final acceptance and certification of all Customs Officer training programs. Payment shall be made via bank transfer to the supplier's designated account in Saudi Arabia.
- The supplier shall provide a minimum 24-month warranty on all hardware items and a 12-month warranty on all software licenses. Any defective Customs Officer equipment shall be replaced at no additional cost to the General Authority for Customs.
- The supplier shall maintain full confidentiality of all operational procedures, security protocols, and personnel data related to Customs Officer activities in Saudi Arabia Riyadh. Breach of confidentiality shall result in immediate termination of this Purchase Order and legal action.
- The supplier shall assign a dedicated project manager based in Riyadh to oversee all deliverables under this Purchase Order and shall provide weekly progress reports to the GAC Procurement Division.
- Force majeure events, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting Saudi Arabia Riyadh, shall extend the delivery timeline proportionally without penalty to either party.
- All training materials, certifications, and documentation produced under this Purchase Order shall be the exclusive property of the General Authority for Customs and shall not be reproduced or distributed without written authorization.
