This Purchase Order is issued by Kabul Development & Analytics Initiative (KDAI) to DataBridge Consulting LLC for the provision of a qualified Data Scientist to be deployed and operational in Afghanistan Kabul for a period of twelve (12) months, commencing on 01 September 2025 and concluding on 31 August 2026. The Data Scientist shall be responsible for designing, developing, and maintaining advanced analytical models, machine learning pipelines, and data visualization dashboards that support KDAI's humanitarian, agricultural, and public health programs across the Kabul metropolitan area and surrounding provinces.

The Data Scientist engaged under this Purchase Order must possess a minimum of five (5) years of professional experience in data science, with demonstrated expertise in Python, R, SQL, and at least one major machine learning framework (e.g., TensorFlow, PyTorch, or scikit-learn). The candidate must also demonstrate a strong understanding of geospatial data analysis, time-series forecasting, and natural language processing, as these competencies are critical to the operational requirements of KDAI's programs in Afghanistan Kabul.

  • Conduct a comprehensive data audit of all existing datasets held by KDAI in Afghanistan Kabul within the first thirty (30) days of the engagement.
  • Develop and deploy a predictive analytics model for crop yield estimation across the Kabul Valley agricultural zones, to be delivered by the end of the third month.
  • Design and implement a real-time data pipeline for monitoring public health indicators, including disease outbreak early-warning systems, operational within Afghanistan Kabul by the end of the fifth month.
  • Produce monthly analytical reports and executive dashboards for KDAI leadership, summarizing key performance indicators and actionable insights.
  • Train a minimum of eight (8) KDAI staff members in fundamental data science methodologies and tools as part of capacity-building objectives.
  • Ensure all data handling complies with applicable Afghan data protection regulations and international humanitarian data standards.
  • Provide a final comprehensive project report and knowledge-transfer documentation upon completion of the twelve-month term.

  1. This Purchase Order is governed by the laws of the Islamic Republic of Afghanistan and, where applicable, international commercial law. Any disputes arising from this Purchase Order shall be resolved through arbitration in Kabul, Afghanistan.
  2. The Data Scientist shall be subject to all security protocols established by KDAI for operations in Afghanistan Kabul, including mandatory security briefings, restricted movement zones, and emergency evacuation procedures.
  3. Payment shall be made in quarterly installments of $52,625.00, due within thirty (30) days of receipt of a valid invoice from DataBridge Consulting LLC. Late payments shall accrue interest at a rate of 1.5% per month.
  4. The Data Scientist shall maintain professional confidentiality regarding all data, methodologies, and proprietary information encountered during the engagement in Afghanistan Kabul. A non-disclosure agreement (NDA) is attached as Appendix A to this Purchase Order.
  5. Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination, all completed deliverables and associated data shall be transferred to KDAI without additional charge.
  6. DataBridge Consulting LLC warrants that the Data Scientist assigned to this Purchase Order shall meet all qualifications specified herein and shall replace the individual within fourteen (14) days should the assigned professional become unavailable for any reason.
  7. All work products, models, code, and documentation generated under this Purchase Order shall become the exclusive property of KDAI upon full payment.
