This Purchase Order is issued for the engagement of a qualified Data Scientist to provide specialized analytical, statistical modeling, and machine learning services to the Abuja Federal Data & Analytics Bureau. The Data Scientist shall be physically stationed and perform all duties within the Nigeria Abuja metropolitan area, specifically at the Bureau's headquarters in Garki Area 1, Nigeria Abuja.

The Data Scientist engaged under this Purchase Order shall perform the following duties while operating out of the Nigeria Abuja office:

1. Design, develop, and deploy machine learning models for predictive analytics on federal government operational data stored in the Nigeria Abuja data center.
2. Conduct exploratory data analysis, statistical hypothesis testing, and visualization of key performance indicators for AFDAB leadership.
3. Build and maintain automated data pipelines using Python, R, SQL, and cloud-based tools to ensure data integrity across all Nigeria Abuja government departments.
4. Collaborate with cross-functional teams within the Bureau to translate business problems into data-driven solutions.
5. Prepare monthly and quarterly analytical reports for submission to the Federal Ministry of Finance, located in Nigeria Abuja.
6. Ensure compliance with the Nigeria Data Protection Regulation (NDPR) and all applicable data governance standards in Nigeria Abuja.
7. Deliver at least four (4) capacity-building workshops per year for junior analysts and data engineers based in Nigeria Abuja.

1. This Purchase Order constitutes a binding agreement between the Purchasing Entity and the Supplier upon signature by both parties.
2. The Supplier shall ensure that the Data Scientist assigned to this contract holds a minimum of a Master's degree in Data Science, Statistics, Computer Science, or a related quantitative field, with a minimum of five (5) years of professional experience.
3. All services shall be rendered at the Purchasing Entity's premises in Nigeria Abuja, FCT, Nigeria, during standard business hours (Monday to Friday, 8:00 AM to 5:00 PM WAT).
4. Payment shall be made in Nigerian Naira (NGN) via bank transfer to the Supplier's designated account within thirty (30) days of receipt of a valid invoice.
5. The Supplier shall provide a replacement Data Scientist of equivalent or superior qualifications within fourteen (14) days should the originally assigned professional become unavailable.
6. All intellectual property, models, code, and analytical outputs produced under this Purchase Order shall be the sole property of the Abuja Federal Data & Analytics Bureau.
7. The Supplier shall maintain professional indemnity insurance with a minimum coverage of NGN 50,000,000 for the duration of this Purchase Order.
8. Any disputes arising from this Purchase Order shall be resolved through arbitration in Nigeria Abuja in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004.
9. This Purchase Order is governed by the laws of the Federal Republic of Nigeria, with jurisdiction vested in the courts of Nigeria Abuja.
10. Early termination may be effected by either party with sixty (60) days' written notice. In such an event, the Supplier shall be compensated for services rendered up to the termination date.
