This Purchase Order is issued by the Abu Dhabi Digital Transformation Authority to formally engage the services of a qualified Data Scientist to support the strategic analytics and machine learning initiatives of the United Arab Emirates Abu Dhabi government digital transformation programme. The engagement is governed by the terms and conditions set forth in this document and the applicable federal and emirate-level regulations of the United Arab Emirates.

The Data Scientist shall be responsible for the following scope of work:

• Design, development, and deployment of predictive analytics models for public service delivery optimization across Abu Dhabi municipal departments.
• Construction of natural language processing (NLP) pipelines for multilingual (Arabic and English) citizen feedback analysis.
• Implementation of machine learning algorithms for demand forecasting in the Abu Dhabi smart city infrastructure network.
• Development of data visualization dashboards and reporting frameworks for executive stakeholders within the United Arab Emirates Abu Dhabi government entities.
• Collaboration with cross-functional teams to ensure data governance compliance in accordance with the UAE Federal Decree-Law No. 45 of 2021 on Personal Data Protection.
• Provision of technical mentorship and knowledge transfer sessions to in-house analytics staff based in Abu Dhabi.

All amounts are denominated in United Arab Emirates Dirhams (AED). Payment shall be processed via bank transfer to the supplier's designated account in Abu Dhabi. Invoices must reference this Purchase Order number (PO-ADH-2025-04872) for reconciliation purposes.

The Data Scientist shall commence duties no later than 1 July 2025 at the ADDTA headquarters located on Al Reem Island, Abu Dhabi, United Arab Emirates. The engagement period is twelve (12) months, subject to mutual renewal by written agreement. The supplier shall ensure that the Data Scientist holds a valid UAE residence visa, a professional work permit issued by the Abu Dhabi Department of Economic Development, and all necessary clearances prior to the commencement date.

• This Purchase Order is governed by the laws of the United Arab Emirates and the specific regulations of the Emirate of Abu Dhabi. Any disputes arising from this engagement shall be resolved through the Abu Dhabi Commercial Court or, at the buyer's discretion, through arbitration under the rules of the Abu Dhabi Global Market Financial Services Dispute Resolution Centre (FSRDRC).
• The supplier warrants that the Data Scientist possesses a minimum of a Master's degree in Data Science, Statistics, Computer Science, or a related quantitative field, along with a minimum of seven (7) years of professional experience in applied machine learning and statistical modelling.
• All data processed, stored, or transmitted in connection with this engagement shall remain within the jurisdiction of the United Arab Emirates Abu Dhabi data centres in compliance with the UAE Cloud Computing Strategy and the National Data Security Policy.
• The supplier shall maintain professional indemnity insurance with a minimum coverage of AED 2,000,000, valid throughout the engagement period.
• Early termination may be effected by either party with a written notice of thirty (30) days. In the event of early termination, the buyer shall be liable only for services rendered up to the effective date of termination.
• The supplier shall comply with all anti-bribery and anti-corruption provisions under UAE Federal Law No. 3 of 2016 and the Abu Dhabi Anti-Corruption Authority regulations.
• Confidentiality obligations shall survive the termination of this Purchase Order for a period of five (5) years.

By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Data Scientist services in the United Arab Emirates Abu Dhabi. This document constitutes a binding agreement upon execution by both authorized representatives.
