This Purchase Order is issued by Zimbabwe Analytics & Intelligence Solutions (ZAIS) to formally procure the professional services of a qualified Data Scientist to be deployed and operating within Zimbabwe Harare. The engagement is structured to support ZAIS in delivering advanced analytics, machine learning model development, and data-driven strategic advisory services to government and private sector clients across Zimbabwe. The Data Scientist shall perform all duties from the ZAIS headquarters located in central Zimbabwe Harare, ensuring full compliance with local data protection regulations under the Zimbabwe Data Protection Act (Chapter 24:08).

The Data Scientist engaged under this Purchase Order must meet the following minimum qualifications and professional standards:

A minimum of a Master's degree in Data Science, Statistics, Computer Science, Mathematics, or a closely related quantitative field from a recognised institution.
A minimum of five (5) years of progressive professional experience as a Data Scientist, with at least two (2) years of experience working on projects within Zimbabwe or the Southern African Development Community (SADC) region.
Demonstrated proficiency in Python, R, SQL, and at least one major machine learning framework (e.g., TensorFlow, PyTorch, Scikit-learn).
Proven ability to work independently in a Zimbabwe Harare office environment while collaborating with cross-functional teams.
Valid Zimbabwean work permit or citizenship, ensuring full legal compliance for employment and service delivery within Zimbabwe Harare.
Professional certification in data science or machine learning (e.g., AWS Certified Machine Learning, Google Professional Data Engineer) is considered advantageous.
Strong communication skills in English, with the ability to present complex analytical findings to non-technical stakeholders in a clear and actionable manner.

Governing Law: This Purchase Order and all services rendered under it shall be governed by and construed in accordance with the laws of the Republic of Zimbabwe. Any disputes arising from this engagement shall be resolved through arbitration in Zimbabwe Harare in accordance with the Arbitration Act [Chapter 7:15] of Zimbabwe.
Payment Schedule: Invoices shall be submitted monthly by the 5th business day. Payment shall be made within thirty (30) calendar days of invoice receipt via bank transfer to the Data Scientist's designated account at a Zimbabwean commercial bank. All payments shall be denominated in United States Dollars (USD) as per the terms of this Purchase Order.
Intellectual Property: All data models, code, algorithms, reports, and analytical outputs created by the Data Scientist in the course of this engagement shall be the exclusive property of ZAIS. The Data Scientist hereby assigns all intellectual property rights to ZAIS upon creation.
Confidentiality: The Data Scientist shall maintain strict confidentiality regarding all client data, proprietary algorithms, and business strategies encountered during the engagement in Zimbabwe Harare. A separate Non-Disclosure Agreement (NDA) shall be executed prior to the commencement of work.
Working Location: All services shall be performed at the ZAIS office premises in Zimbabwe Harare, 12 Samora Machel Avenue, or at such other location in Zimbabwe Harare as mutually agreed in writing. Remote work is not permitted under this Purchase Order.
Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, the non-breaching party may terminate immediately upon written notice. Upon termination, the Data Scientist shall deliver all work-in-progress and client data to ZAIS within seven (7) business days.
Compliance: The Data Scientist shall comply with all applicable Zimbabwean labour laws, tax obligations, and data protection regulations. ZAIS shall withhold applicable PAYE (Pay As You Earn) tax as required by the Zimbabwe Revenue Authority (ZIMRA).
Performance Review: A formal performance review of the Data Scientist's deliverables shall be conducted quarterly by the ZAIS Chief Technology Officer. Failure to meet agreed Key Performance Indicators (KPIs) for two consecutive quarters shall constitute grounds for contract review or termination.
Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government sanctions, or civil unrest affecting Zimbabwe Harare.

This Purchase Order constitutes a formal and binding procurement document. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations outlined in this document regarding the engagement of the Data Scientist in Zimbabwe Harare.
