This Purchase Order is issued by the Ministry of Planning and Sustainable Development of the Democratic Republic of Congo to formally engage the services of a qualified Economist for the purpose of providing comprehensive macroeconomic analysis, policy advisory, and development planning support within the capital city of DR Congo Kinshasa. The engagement is structured under the national public procurement framework (Loi n° 22/012 du 27 décembre 2022) and is intended to strengthen the analytical capacity of the Ministry's economic planning division.
The Economist shall be responsible for producing quarterly macroeconomic outlook reports specific to the Kinshasa metropolitan area, conducting inflation and monetary policy impact assessments, advising on fiscal consolidation strategies, and preparing technical briefings for the Ministerial Council. All deliverables must be grounded in the socio-economic realities of DR Congo Kinshasa, taking into account the city's population of over 17 million inhabitants, its role as the primary commercial hub of the nation, and the ongoing structural reforms mandated by the national development plan (PND 2025–2030).

Payment for the services rendered under this Purchase Order shall be made in United States Dollars (USD) via bank transfer to the account designated by the Economist. Invoices shall be submitted on a monthly basis, no later than the fifth (5th) business day of the following month. The Ministry shall process payment within thirty (30) calendar days of receipt of a valid invoice. A withholding tax of 10% shall be applied in accordance with the tax regulations of the DR Congo. All payments are subject to prior verification of deliverables by the Ministry's Quality Assurance Unit located in Kinshasa.
- The Economist shall maintain full professional independence and shall not be bound by any political affiliation while performing duties under this Purchase Order.
- All data, reports, and analyses produced in the course of this engagement shall be the exclusive property of the Ministry of Planning and Sustainable Development, DR Congo.
- The Economist is required to be physically present in DR Congo Kinshasa for a minimum of 15 working days per month to ensure continuity of advisory services and direct engagement with Ministry staff.
- Confidentiality: All information pertaining to national economic data, fiscal strategies, and internal policy deliberations shall be treated as strictly confidential and shall not be disclosed to any third party without written authorization from the Minister.
- This Purchase Order may be terminated by either party with a written notice of sixty (60) days. In the event of termination, the Economist shall be compensated for all services rendered up to the effective date of termination.
- Any disputes arising from this Purchase Order shall be resolved through amicable negotiation in Kinshasa, DR Congo, and failing that, through the competent courts of the Republic of the Democratic Republic of Congo.
- The Economist shall comply with all applicable laws and regulations of the DR Congo, including but not limited to the Labour Code, the Public Procurement Law, and the National Statistics Agency (INS) data access protocols.
Services under this Purchase Order shall commence on 1 July 2025 and shall continue for a period of twelve (12) months, concluding on 30 June 2026, unless extended by mutual written agreement. The Economist is expected to be fully operational and reporting to the Ministry's Office of Economic Policy in Kinshasa no later than the first business day of the commencement date.
This Purchase Order is authorized and approved by the undersigned officials of the Ministry of Planning and Sustainable Development, DR Congo, and is hereby accepted by the Economist named herein.
