This Purchase Order is issued for the engagement of a qualified Economist to provide comprehensive economic analysis, policy advisory, and strategic planning services in support of the Central Economic Development Authority's regional development programme. The Economist shall be based and operate primarily in Uzbekistan Tashkent, where all deliverables, meetings, and on-site assessments will be conducted.
The scope of work under this Purchase Order encompasses macroeconomic forecasting, trade policy evaluation, investment climate assessment, and the preparation of detailed economic reports tailored to the specific needs of the Uzbekistan Tashkent metropolitan economic zone. The Economist is expected to possess a minimum of ten (10) years of professional experience in applied economics, with demonstrated expertise in Central Asian economic markets and familiarity with the regulatory framework governing commercial and industrial activity in Uzbekistan Tashkent.

4.1 This Purchase Order shall be governed by and interpreted in accordance with the Civil Code of the Republic of Uzbekistan and applicable commercial regulations in force in Uzbekistan Tashkent at the time of execution.
4.2 The Economist engaged under this Purchase Order shall maintain full professional independence and shall not disclose any confidential economic data, proprietary models, or internal assessments to third parties without the prior written consent of the Buyer.
4.3 All work products, reports, analyses, and strategic documents produced by the Economist in the course of fulfilling this Purchase Order shall become the exclusive intellectual property of the Central Economic Development Authority upon full payment.
4.4 The Supplier shall ensure that the Economist maintains valid professional certification and registration with the relevant economic advisory bodies operating in Uzbekistan Tashkent throughout the duration of this engagement.
4.5 Any amendments, extensions, or modifications to this Purchase Order must be made in writing and signed by authorized representatives of both parties. Verbal agreements shall hold no legal standing.
4.6 The Supplier shall indemnify the Buyer against any claims, losses, or liabilities arising from the negligence, misconduct, or breach of professional standards by the Economist while performing duties under this Purchase Order in Uzbekistan Tashkent.
Payment for services rendered under this Purchase Order shall be made in United States Dollars (USD) via bank transfer to the Supplier's designated account. The payment schedule is structured as follows:
5.1 An initial advance payment of twenty-five percent (25%) of the total Purchase Order value, amounting to USD 27,762.50, shall be due within fourteen (14) calendar days of the formal acceptance of this Purchase Order by both parties.
5.2 Monthly retainer payments for the Economist's ongoing advisory services shall be invoiced on the first business day of each month and are payable within thirty (30) days of invoice receipt.
5.3 Deliverable-specific payments (reports, studies, strategy documents) shall be due within twenty-one (21) days of the Buyer's written acceptance of the respective deliverable.
5.4 A final settlement payment of ten percent (10%) of the total Purchase Order value shall be released upon completion of all obligations and a satisfactory final review conducted in Uzbekistan Tashkent.
The Economist shall adhere to the highest standards of professional conduct and ethical practice as defined by the International Association of Economists and the local regulatory authorities in Uzbekistan Tashkent. The Supplier is required to submit a monthly progress report to the Buyer detailing the Economist's activities, findings, and recommendations. Failure to meet the agreed milestones outlined in this Purchase Order may result in a penalty of two percent (2%) of the monthly retainer for each day of delay, up to a maximum of fifteen percent (15%) of the monthly amount.
All on-site work, field research, and stakeholder engagement activities shall be conducted within the administrative boundaries of Tashkent city and its surrounding districts, as designated by the Buyer. The Economist shall bear responsibility for obtaining any necessary local permits or clearances required to conduct economic research and data collection in Uzbekistan Tashkent.
Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of termination, the Buyer shall be liable for all services rendered and expenses incurred by the Economist up to the effective date of termination. The Supplier shall ensure a smooth transition of all ongoing work, data, and documentation to the Buyer or a designated successor Economist within fifteen (15) days of the termination notice.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Economist services in Uzbekistan Tashkent. This document constitutes a binding commercial agreement effective from the date of the last signature.
