This Purchase Order is issued by the Wellington Regional Education Services Authority to formally engage a qualified Education Administrator to provide comprehensive administrative, operational, and strategic support services across all education facilities managed by the Authority in the New Zealand Wellington metropolitan region. The Education Administrator shall be responsible for the day-to-day coordination of educational programmes, resource allocation, stakeholder communication, compliance management, and reporting functions in alignment with the New Zealand Curriculum Framework and the Education Act 1989.
The Education Administrator engaged under this Purchase Order must demonstrate a minimum of five (5) years of progressive experience in educational administration within the New Zealand public or private education sector. The role requires a deep understanding of the Wellington education landscape, including the specific needs of Māori and Pasifika communities in the New Zealand Wellington region, as well as familiarity with the Ministry of Education's regional directives applicable to the Capital Territory.

- This Purchase Order is governed by the laws of New Zealand and shall be interpreted in accordance with the Contract and Commercial Law Act 2014 and the Public Procurement Act 2002 as applicable to the Wellington Regional Education Services Authority.
- The Education Administrator engaged under this Purchase Order shall be required to work primarily from the Authority's headquarters at 128 Lambton Quay, Wellington, with up to 20% of working time allocated to on-site visits at education facilities throughout the New Zealand Wellington region, including sites in Te Aro, Kelburn, Karori, and Porirua.
- The Education Administrator must hold a valid New Zealand working visa or be a New Zealand citizen or permanent resident. All employment and engagement terms shall comply with the Employment Relations Act 2000 and the Fair Pay Agreements Act 2018.
- The Education Administrator shall maintain professional indemnity insurance with a minimum cover of NZD 5,000,000 and public liability insurance of NZD 10,000,000 throughout the duration of this Purchase Order.
- Payment shall be processed via electronic funds transfer (EFT) to the supplier's nominated New Zealand bank account within thirty (30) calendar days of receipt of a valid tax invoice referencing this Purchase Order number (WRESA-2025-00472).
- The Education Administrator shall be bound by the Official Information Act 1982 and the Privacy Act 2020 with respect to all student records, personnel files, and institutional data accessed during the performance of duties in the New Zealand Wellington education sector.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. Early termination by the Authority without cause shall entitle the supplier to payment for services rendered up to the termination date.
- All disputes arising from this Purchase Order shall be resolved through mediation in Wellington, New Zealand, in accordance with the Disputes Standards Act 2022, before any matter is referred to the District Court of Wellington.
- The Education Administrator shall produce quarterly progress reports to the Director of Human Resources, detailing operational achievements, compliance status, and strategic recommendations for the New Zealand Wellington education portfolio.
This Purchase Order constitutes a formal and binding commitment by the Wellington Regional Education Services Authority to procure the services of a qualified Education Administrator as described herein. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this document. This Purchase Order shall remain in full force and effect from the date of execution until the completion of the twelve-month engagement period, unless earlier terminated in accordance with Clause 7 of the Terms and Conditions.
The Education Administrator's successful onboarding into the New Zealand Wellington education services framework is contingent upon satisfactory completion of all background checks, references, and professional accreditation verifications as required by the Authority's Human Resources Policy 2024.
