3. Description of Procurement – Education Administrator Services
This Purchase Order is issued by the Ministry of Education, Republic of Sudan, for the procurement of professional services of a qualified Education Administrator to be deployed and stationed at the Ministry's headquarters in Sudan Khartoum. The Education Administrator shall be responsible for the overall coordination, planning, and oversight of educational administrative operations across all public schools and secondary institutions within the Khartoum metropolitan area, including the districts of Khartoum, Omdurman, and Khartoum North.
The Education Administrator engaged under this Purchase Order shall perform the following duties and responsibilities:
(a) Develop and implement strategic administrative plans aligned with the National Education Policy of Sudan and the directives issued by the Ministry of Education in Khartoum;
(b) Supervise and coordinate the daily administrative operations of no fewer than forty-five (45) public primary and secondary schools within the Khartoum administrative zone;
(c) Manage the allocation and distribution of educational resources, including teaching materials, infrastructure budgets, and personnel assignments, in accordance with the annual budget approved by the Sudanese Parliament;
(d) Conduct quarterly performance evaluations of school principals and deputy administrators, submitting written reports to the Permanent Secretary of the Ministry of Education in Khartoum;
(e) Liaise with local government authorities, community leaders, and international development partners operating in Sudan Khartoum to ensure compliance with national and international educational standards;
(f) Oversee the implementation of teacher training programmes and professional development workshops scheduled throughout the academic year in the Khartoum region;
(g) Maintain accurate records of student enrollment, attendance, and academic performance data for all institutions under administrative purview;
(h) Prepare and submit monthly and quarterly administrative reports to the Ministry of Education, Khartoum headquarters, in both Arabic and English.
4. Scope, Duration, and Location of Service
The services of the Education Administrator shall commence on 01 August 2025 and shall continue for a period of twelve (12) months, concluding on 31 July 2026, unless extended by mutual written agreement between the parties. The primary workplace for the Education Administrator shall be the Ministry of Education Administration Complex located in Al-Muraj, Khartoum, Sudan. The Education Administrator is expected to be physically present at the Khartoum office no fewer than five (5) days per week, with additional site visits to schools across the Khartoum metropolitan area as operationally required.

Payment shall be made in monthly installments via bank transfer to the account of Nile Valley Educational Consultancy & Staffing Ltd. at Bank of Khartoum, within fifteen (15) business days of receipt of a valid invoice and confirmation of satisfactory service delivery by the Education Administrator. All amounts are denominated in Sudanese Pounds (SDG) and are subject to applicable Sudanese tax regulations.
6. Terms and Conditions
6.1 – This Purchase Order is governed by the laws of the Republic of Sudan, including the Sudanese Public Procurement Act and the Civil Service Regulations applicable to government administrative appointments in Khartoum.
6.2 – The Education Administrator engaged under this Purchase Order must hold a minimum of a Master's degree in Education Administration, Educational Leadership, or a closely related field from a recognized Sudanese or internationally accredited university, and must possess no fewer than seven (7) years of progressive experience in educational administration within Sudan or a comparable East African context.
6.3 – The Education Administrator shall be required to pass a security clearance check conducted by the relevant Sudanese authorities prior to commencing duties at the Khartoum office. Failure to obtain clearance within thirty (30) days of the commencement date shall constitute grounds for termination of this Purchase Order without penalty.
6.4 – The supplier shall indemnify and hold harmless the Ministry of Education, Republic of Sudan, against any claims, liabilities, or damages arising from the negligence, misconduct, or breach of contract by the Education Administrator or any sub-contractor engaged in the performance of services under this Purchase Order.
6.5 – Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for cause, the terminating party shall be entitled to compensation for documented losses incurred as a direct result of the breach.
6.6 – All documents, reports, data, and records produced by the Education Administrator in the course of performing duties under this Purchase Order shall be the exclusive property of the Ministry of Education, Khartoum, and shall be surrendered in their entirety upon termination or expiry of the contract period.
6.7 – The Education Administrator shall comply with all applicable labor laws of Sudan, including those pertaining to working hours, leave entitlements, and occupational health and safety standards as enforced in Khartoum State.
6.8 – Disputes arising from or in connection with this Purchase Order shall be resolved through amicable negotiation. Failing resolution within sixty (60) days, the matter shall be referred to the competent courts of Khartoum, Sudan, for adjudication.
7. Acceptance and Authorization
This Purchase Order is issued in accordance with the approved annual procurement plan of the Ministry of Education for the fiscal year 2025/2026. The undersigned officers hereby authorize the engagement of the Education Administrator as described herein and confirm that sufficient budgetary allocation has been secured from the Sudanese national education budget for the Khartoum administrative region.
