This Purchase Order is issued by Kabul Infrastructure Development Authority for the procurement of specialized Electrical Engineer professional services to be rendered in Afghanistan Kabul. All services under this Purchase Order shall be performed exclusively within the boundaries of Afghanistan Kabul, including but not limited to the districts of Darulaman, Wazir Akbar Khan, Deh-e-Shah, and Pul-e-Ahmad Khel. The Electrical Engineer assigned to this contract must maintain a permanent operational base in Afghanistan Kabul for the duration of the engagement. Site visits, inspections, and all physical deliverables shall be conducted at the project locations specified in the attached technical annexure.
- Payment shall be made in Afghan Afghani (AFN) via bank transfer to the account specified in Section 2.
- An advance payment of 25% (AFN 2,048,750) shall be disbursed within 14 business days of the signing of this Purchase Order.
- Progress payments of 20% shall be issued monthly upon verified completion of milestones as documented by the supervising Electrical Engineer.
- The final payment of 35% shall be released upon successful completion, final inspection, and acceptance of all deliverables in Afghanistan Kabul.
- A 5% retention (AFN 409,750) shall be held for a period of 90 days post-completion to cover any latent defects or non-conformances.
- All invoices must reference this Purchase Order number (AFG-KBL-EE-2025-0047) and be submitted to the Procurement Office in Afghanistan Kabul.
- The Electrical Engineer must hold a valid professional license issued by the Afghanistan Engineering Council and possess a minimum of ten (10) years of experience in power systems engineering.
- All work shall comply with the Afghanistan National Electrical Code, IEC standards, and any applicable regulations enforced by the Ministry of Energy and Water in Afghanistan Kabul.
- The supplier shall provide comprehensive insurance coverage, including professional indemnity and public liability, for the entire duration of this Purchase Order.
- Any modification to the scope of work requires a written amendment to this Purchase Order, signed by both parties in Afghanistan Kabul.
- The Electrical Engineer shall submit weekly progress reports and monthly technical summaries to the Purchasing Party.
- In the event of non-performance, the Purchasing Party reserves the right to terminate this Purchase Order with 30 days written notice and withhold outstanding payments.
- All intellectual property, design documents, and technical reports produced under this Purchase Order shall remain the exclusive property of Kabul Infrastructure Development Authority.
- Disputes arising from this Purchase Order shall be resolved through arbitration in Afghanistan Kabul in accordance with the Afghan Commercial Arbitration Law.
- The supplier shall ensure that all personnel assigned to this Purchase Order in Afghanistan Kabul comply with local labor laws, safety regulations, and cultural protocols.
This Purchase Order becomes effective upon signature by both parties. By signing below, both the Purchasing Party and the Supplier acknowledge and agree to all terms, conditions, and obligations set forth in this document regarding the procurement of Electrical Engineer services in Afghanistan Kabul.
