This Purchase Order is issued by Brussels Infrastructure Development S.A. to procure the professional services of a qualified Electrical Engineer and associated engineering team for the design, review, and commissioning of electrical systems for the new municipal energy distribution hub located in the European Quarter, Brussels, Belgium. The Electrical Engineer shall be responsible for all aspects of electrical system design in compliance with Belgian national standards (NBN), European Union directives, and the specific regulatory framework administered by the Brussels-Capital Region authorities.

The scope of work encompasses the following deliverables to be performed by the designated Electrical Engineer and supporting technical staff:

  • Complete electrical load calculations and power distribution design for a 12,000 m² facility in Brussels, Belgium;
  • Design of medium-voltage (20 kV) and low-voltage (400 V) electrical distribution networks;
  • Specification and selection of switchgear, transformers, circuit breakers, and protective relays;
  • Preparation of single-line diagrams, wiring schematics, and as-built documentation;
  • Compliance verification with Belgian Decree on Electrical Installations and EU Low Voltage Directive 2014/35/EU;
  • Coordination with the Brussels regional grid operator (Elia) for grid connection approval;
  • On-site supervision of electrical installation works and commissioning tests in Brussels;
  • Preparation of the final technical dossier for submission to the Brussels-Capital Region building permit authority.

All prices are quoted in Euro (EUR) and are subject to the Belgian Value Added Tax (VAT) at the standard rate of 21%, as applicable under the Belgian Code on VAT (Code TVA). Invoices must reference this Purchase Order number (BE-BRU-2025-04782) and the applicable Belgian VAT identification number.

  1. Qualification of the Electrical Engineer: The lead Electrical Engineer assigned to this Purchase Order must hold a recognised engineering degree (Master's or equivalent) in Electrical Engineering from an accredited Belgian or European university, and must be registered with the Belgian Commission for the Evaluation of Professional Education (COCME). A minimum of eight (8) years of professional experience in power distribution systems within Belgium or the European Union is required.
  2. Place of Performance: All services under this Purchase Order shall be performed at the project site located in Brussels, Belgium, and at the supplier's registered office in Brussels, Belgium, unless otherwise agreed in writing by both parties.
  3. Payment Schedule: Payment shall be made in three (3) instalments: 30% upon approval of the conceptual design, 40% upon completion of the detailed design package, and 30% upon final handover and acceptance of the commissioning report. Each invoice shall be payable within thirty (30) calendar days of receipt, in accordance with Belgian commercial law.
  4. Confidentiality: The supplier and the assigned Electrical Engineer shall treat all project data, site plans, and technical specifications as strictly confidential in accordance with the Belgian Data Protection Act (Law of 30 July 2018) and the EU General Data Protection Regulation (GDPR).
  5. Warranty and Liability: The Electrical Engineer warrants that all design deliverables shall be free from defects and shall comply with all applicable Belgian and EU regulations for a period of five (5) years from the date of final acceptance. Liability is governed by the Belgian Code of Obligations.
  6. Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved by the competent courts of Brussels, Belgium, in accordance with Belgian procedural law. The parties agree to attempt mediation before initiating litigation.
  7. Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, as defined under Article 1649 of the Belgian Code of Obligations.
  8. Subcontracting: The supplier shall not subcontract any portion of the Electrical Engineer services without prior written consent from the purchasing entity, and the lead Electrical Engineer must remain directly responsible for all technical deliverables.

This Purchase Order becomes effective upon signature by both parties. By signing below, the supplier acknowledges receipt of this Purchase Order and agrees to perform the Electrical Engineer services as described herein, in full compliance with all applicable Belgian and European Union regulations, at the designated location in Brussels, Belgium.
