This Purchase Order is issued by Al-Riyadh Infrastructure Development Company Ltd. to ETS Group for the engagement of a qualified Electrical Engineer (or team of Electrical Engineers) to perform comprehensive electrical design, supervision, and commissioning services for the Riyadh Smart Grid Expansion Phase III project. The Electrical Engineer shall be responsible for all aspects of electrical system design, load calculations, power distribution planning, protection coordination studies, and on-site supervision in accordance with the Saudi Building Code (SBC), Saudi Electricity Company (SEC) regulations, and International Electrotechnical Commission (IEC) standards as adopted in Saudi Arabia Riyadh.
The Electrical Engineer must hold a valid professional license issued by the Saudi Council of Engineers (SCE) and possess a minimum of ten (10) years of relevant experience in high-voltage and medium-voltage electrical systems within the Kingdom of Saudi Arabia. All deliverables must comply with the Vision 2030 smart city infrastructure guidelines applicable to Saudi Arabia Riyadh.

The Electrical Engineer services shall commence on 1 July 2025 and shall be completed no later than 31 December 2025. All work shall be performed at the designated project sites within Saudi Arabia Riyadh, specifically at the Al Olaya and Al Murooj district substations. The Electrical Engineer shall submit weekly progress reports to the Purchasing Entity and shall be available for on-site inspections during standard working hours (Sunday through Thursday, 7:00 AM to 4:00 PM) in accordance with the labor regulations of the Kingdom of Saudi Arabia.
Payment for this Purchase Order shall be made in three (3) installments: (a) 30% advance payment upon execution of this Purchase Order; (b) 50% upon completion of the design and protection coordination phases, subject to approval by the Purchasing Entity; and (c) 20% upon final handover of all as-built documentation and successful commissioning. All payments shall be made via bank transfer to the account designated by ETS Group. Invoices must reference this Purchase Order number (SA-RYD-2025-EE-0472) and must include the applicable 15% Value Added Tax as mandated by the Zakat, Tax and Customs Authority (ZATCA) of Saudi Arabia.
- This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Riyadh, Saudi Arabia.
- The Electrical Engineer engaged under this Purchase Order shall maintain full professional indemnity insurance with a minimum coverage of SAR 5,000,000, valid throughout the duration of the engagement in Saudi Arabia Riyadh.
- All deliverables, including design drawings, calculation reports, and commissioning certificates, shall be submitted in both Arabic and English to comply with Saudi regulatory requirements.
- The Seller warrants that the Electrical Engineer shall comply with all Saudi Building Code (SBC) provisions, Saudi Electricity Company (SEC) technical specifications, and IEC standards applicable in Saudi Arabia Riyadh.
- Any variation or amendment to this Purchase Order must be documented in writing and signed by authorized representatives of both parties before execution.
- The Seller shall ensure that the Electrical Engineer holds a valid Saudi Council of Engineers (SCE) professional license and that all required work permits and Iqama (residency) documents are current and valid for the duration of the contract.
- Confidentiality: All project data, site plans, and technical information shared under this Purchase Order shall be treated as strictly confidential and shall not be disclosed to any third party without prior written consent.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Electrical Engineer shall be compensated for all work completed up to the termination date.
- This Purchase Order becomes effective upon signature by both parties and remains valid until full completion of all services and final payment.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of Electrical Engineer services in Saudi Arabia Riyadh. This document constitutes a binding agreement between the Purchasing Entity and the Service Provider.
