This Purchase Order is issued by GreenScape Environmental Consulting Ltd. to formally engage the services of a qualified Environmental Engineer to perform comprehensive environmental assessment, remediation planning, and regulatory compliance work for the Port of Canada Vancouver industrial expansion project. The Environmental Engineer shall be responsible for conducting Phase I and Phase II Environmental Site Assessments, developing soil and groundwater remediation strategies, preparing Environmental Impact Assessment (EIA) documentation in accordance with the British Columbia Environmental Assessment Act, and providing ongoing technical oversight throughout the construction and operational phases of the project.
The Environmental Engineer must hold a valid Professional Engineer (P.Eng) license issued by the Association of Professional Engineers and Geoscientists of British Columbia (APEGBC) and possess a minimum of ten (10) years of demonstrated experience in industrial environmental consulting within the Canada Vancouver metropolitan region. All deliverables produced under this Purchase Order shall comply with applicable federal, provincial, and municipal regulations governing environmental protection in Canada Vancouver, including but not limited to the Canadian Environmental Protection Act (CEPA), the British Columbia Environmental Management Act, and the City of Vancouver Municipal Code.

The Environmental Engineer engaged under this Purchase Order shall deliver the following within the project timeline established for the Canada Vancouver industrial zone:
- Phase I ESA Report – Due within 30 calendar days of Purchase Order acceptance.
- Phase II ESA Report with laboratory analysis results – Due within 60 calendar days of Purchase Order acceptance.
- Remediation Strategy Document and all required regulatory submissions to the BC Ministry of Environment and Climate Change Strategy – Due within 90 calendar days.
- Complete EIA Report submitted to the Canada Vancouver Regional District and the federal Impact Assessment Agency of Canada – Due within 150 calendar days.
- Monthly progress reports and compliance documentation for the duration of the 12-month retainer period.
- Minimum of four (4) public consultation sessions conducted in the Canada Vancouver community to ensure transparency and public engagement as required by local bylaws.
Payment for services rendered under this Purchase Order shall be made in accordance with the following schedule: 25% upon execution of this Purchase Order, 25% upon delivery of the Phase II ESA Report, 25% upon submission of the EIA Report, and the remaining 25% upon final project completion and acceptance. All invoices shall be submitted to the Buyer's accounts payable department at GreenScape Environmental Consulting Ltd., Canada Vancouver, and shall be payable within thirty (30) days of receipt of a valid invoice. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under the British Columbia Late and Interest on Payments to Suppliers Regulation.
- This Purchase Order is governed by the laws of the Province of British Columbia and the federal laws of Canada applicable in Canada Vancouver.
- The Environmental Engineer shall maintain professional liability insurance with a minimum coverage of $5,000,000 per occurrence throughout the term of this engagement.
- All work performed under this Purchase Order shall adhere to the Canadian Standards Association (CSA) guidelines and APEGBC professional code of ethics.
- The Seller warrants that the Environmental Engineer assigned to this project shall not be concurrently engaged in any conflicting environmental consulting work within the Canada Vancouver metropolitan area.
- Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Buyer shall compensate the Seller for all services rendered up to the date of termination.
- All intellectual property, reports, and data generated under this Purchase Order shall become the sole property of GreenScape Environmental Consulting Ltd. upon full payment.
- Disputes arising from this Purchase Order shall be resolved through mediation in Canada Vancouver, and if unresolved, through arbitration under the Arbitration Act of British Columbia.
- The Environmental Engineer shall comply with all applicable occupational health and safety regulations as enforced by WorkSafeBC for any on-site activities conducted in Canada Vancouver.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Environmental Engineer for the Canada Vancouver environmental assessment and remediation project.
