This Purchase Order is issued to formally engage a qualified Environmental Engineer to provide comprehensive environmental assessment, monitoring, and compliance services for the Almaty Metropolitan Green Corridor Project. The Environmental Engineer shall be based in Kazakhstan Almaty and shall report directly to the Project Environmental Management Office located at the Almaty Green Infrastructure Development JSC headquarters. The scope of work encompasses the following deliverables:

The Environmental Engineer engaged under this Purchase Order must meet the following minimum qualifications:
- A minimum of a Master's degree in Environmental Engineering, Environmental Science, or a closely related discipline from an accredited university.
- A minimum of eight (8) years of progressive professional experience in environmental consulting, with at least three (3) years of experience conducting projects in Kazakhstan or Central Asian jurisdictions.
- Valid professional licensure or registration as an Environmental Engineer recognized by the relevant Kazakhstani regulatory authority.
- Demonstrated proficiency in environmental impact assessment methodologies compliant with the Law of the Republic of Kazakhstan on Environmental Protection and the Almaty City Environmental Code.
- Working knowledge of the Kazakh language is strongly preferred; English proficiency is mandatory for all technical documentation and reporting.
- Proven experience with air quality modeling software (AERMOD, CALPUFF), GIS platforms (ArcGIS, QGIS), and hydrological modeling tools.
- 5.1 This Purchase Order constitutes a binding agreement between the Purchasing Party and the Supplier upon signature by both parties. All services described herein shall be performed in Kazakhstan Almaty unless otherwise specified in writing.
- 5.2 The Environmental Engineer shall adhere to all applicable environmental laws, regulations, and standards of the Republic of Kazakhstan, including but not limited to the Code of the Republic of Kazakhstan on Subsoil, the Law on Environmental Protection, and municipal regulations of Almaty City.
- 5.3 Payment shall be made in USD via bank transfer to the Supplier's designated account within thirty (30) calendar days of receipt of a valid invoice. Late payments shall accrue interest at a rate of 1.5% per month.
- 5.4 The Supplier shall provide a detailed project schedule within ten (10) business days of the Purchase Order acceptance date. All milestones shall be subject to approval by the Purchasing Party's Project Environmental Management Office in Kazakhstan Almaty.
- 5.5 The Environmental Engineer shall maintain professional liability insurance with a minimum coverage of USD 500,000 for the duration of the contract. Certificates of insurance shall be provided prior to the commencement of work.
- 5.6 All data, reports, and deliverables produced under this Purchase Order shall be the exclusive property of the Purchasing Party. The Supplier shall not disclose any project information to third parties without prior written consent.
- 5.7 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Supplier shall be compensated for all work completed and documented up to the termination date.
- 5.8 Disputes arising from this Purchase Order shall be resolved through arbitration in Almaty, Kazakhstan, in accordance with the rules of the Arbitration Center of the Astana International Financial Centre.
- 5.9 The Supplier shall ensure that the assigned Environmental Engineer is available on-site in Kazakhstan Almaty for a minimum of four (4) days per week during active project phases.
- 5.10 Force majeure events, including but not limited to natural disasters, government-imposed restrictions, or pandemics affecting operations in Kazakhstan Almaty, shall relieve the affected party from performance obligations for the duration of the event, provided written notice is given within five (5) business days.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of an Environmental Engineer in Kazakhstan Almaty. This document is executed in two (2) original copies, one for each party.
