This Purchase Order is issued to formally engage a qualified Environmental Engineer to provide comprehensive environmental consultancy services for the Casablanca Coastal Infrastructure Modernization Project. The Environmental Engineer shall be responsible for conducting environmental impact assessments, designing mitigation strategies, monitoring compliance with Moroccan environmental regulations (Law 12-03 on Environmental Protection), and preparing technical reports in accordance with the standards set by the Ministry of Energy, Transition and Sustainable Development of the Kingdom of Morocco.

The scope of work for the Environmental Engineer includes, but is not limited to: (a) baseline environmental surveys of the project area in Morocco Casablanca; (b) air quality, water quality, and soil contamination assessments; (c) noise and vibration impact analysis; (d) biodiversity and ecological sensitivity mapping; (e) waste management and disposal planning; (f) preparation of the Environmental and Social Impact Assessment (ESIA) report; (g) development of an Environmental Management Plan (EMP); and (h) ongoing monitoring and quarterly compliance reporting throughout the project duration.

All services under this Purchase Order shall be performed at the project site located in Morocco Casablanca, specifically within the Ain Diab and Port district. The Environmental Engineer shall commence fieldwork no later than 1 July 2025 and shall complete all deliverables by 31 December 2025. The Environmental Engineer is required to maintain a dedicated office presence in Morocco Casablanca for a minimum of three (3) working days per week throughout the contract period. All site visits, sampling activities, and stakeholder meetings shall be conducted within the administrative boundaries of the Casablanca-Settat region.

Payment for services rendered under this Purchase Order shall be made in accordance with the following schedule: (a) 20% advance payment upon signature of this Purchase Order and submission of a bank guarantee; (b) 30% upon delivery and approval of the EIA Report; (c) 30% upon completion of the EMP and two (2) quarterly monitoring reports; and (d) 20% upon final acceptance of the Compliance Certification and Project Closure Report. All payments shall be made via bank transfer to the account designated by the Supplier within thirty (30) days of invoice approval. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under Moroccan commercial law.

The Environmental Engineer engaged under this Purchase Order must hold a minimum of a Master's degree in Environmental Engineering or a related discipline from an accredited Moroccan or internationally recognized university. The Environmental Engineer must possess a valid professional license issued by the Moroccan Order of Engineers (Ordre des Ingénieurs du Maroc) and a minimum of eight (8) years of documented experience in environmental consultancy projects within Morocco. The Environmental Engineer must demonstrate prior experience with coastal infrastructure projects and familiarity with the regulatory framework governing environmental permits in Morocco Casablanca, including compliance with the Agence Nationale de la Protection de l'Environnement (ANPE) requirements.

This Purchase Order is governed by the laws of the Kingdom of Morocco. Any disputes arising from the interpretation or execution of this Purchase Order shall be resolved through the competent courts of Casablanca. The Supplier warrants that all services provided by the Environmental Engineer shall be performed with due professional care, in full compliance with applicable Moroccan environmental legislation, and in accordance with international best practices. The Buyer reserves the right to audit all work products and field data. Confidentiality of all project data, including sensitive environmental findings pertaining to the Morocco Casablanca region, shall be maintained by both parties for a period of five (5) years following project completion. Termination of this Purchase Order may be effected by either party with sixty (60) days' written notice, subject to payment for services rendered up to the date of termination.

By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order. This document constitutes a binding agreement for the procurement of Environmental Engineer services in Morocco Casablanca and shall remain in full force and effect until all deliverables have been satisfactorily completed and final payment has been disbursed.
