This Purchase Order is issued by the Ministry of Water and Environment, Republic of Uganda, to procure the professional services of a qualified Environmental Engineer and associated technical team for the execution of environmental impact assessments, pollution control audits, and sustainability compliance reviews across multiple government infrastructure projects located in and around Uganda Kampala. The Environmental Engineer engaged under this Purchase Order shall be a registered professional with the Engineering Institution of Uganda (EIU) and shall hold a minimum of ten (10) years of post-qualification experience in environmental engineering, with demonstrated expertise in water resource management, air quality monitoring, waste management systems, and ecological impact mitigation specific to the tropical and semi-urban environments found in Uganda Kampala.
The services to be rendered under this Purchase Order include, but are not limited to: conducting baseline environmental surveys along the Nakivubo Channel and the Kampala urban drainage corridors; preparing comprehensive Environmental Impact Assessment (EIA) reports in accordance with the National Environment Management Authority (NEMA) regulations; designing and overseeing the implementation of stormwater management and wastewater treatment infrastructure; performing quarterly air quality and noise pollution audits in the Kampala Central Business District; and providing ongoing technical advisory support to the Ministry on all matters pertaining to environmental compliance for public works projects within the Kampala Capital City Metropolitan Area.

- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All terms herein shall be governed by and interpreted in accordance with the laws of the Republic of Uganda, including the Public Procurement and Disposal of Public Assets Act (PPDA), 2003, and its subsequent amendments.
- The Environmental Engineer named in this Purchase Order shall not be substituted without the prior written consent of the Buyer. Any proposed replacement must hold equivalent or superior qualifications and registration with the Engineering Institution of Uganda.
- All deliverables, reports, data sets, and technical documentation produced under this Purchase Order shall be the exclusive property of the Ministry of Water and Environment and shall be submitted in both hard copy (three (3) bound copies) and electronic format (PDF and editable source files) to the designated office in Uganda Kampala.
- The Supplier shall ensure that all fieldwork, sampling, and site inspections conducted in Uganda Kampala comply with the Occupational Safety and Health Act, 2006, and all applicable local by-laws of the Kampala Capital City Authority (KCCA).
- Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice and acceptance of the corresponding deliverable by the Buyer's technical review committee. Late payments shall attract interest at the rate prescribed by the Bank of Uganda for overdue government obligations.
- The Supplier shall maintain comprehensive professional indemnity insurance with a minimum cover of UGX 500,000,000 for the duration of this Purchase Order and shall provide a certificate of insurance to the Buyer prior to commencement of services.
- Any dispute arising from or in connection with this Purchase Order shall first be referred to mediation under the Uganda Arbitration and Conciliation Act, 2000. If mediation fails within sixty (60) days, the matter shall be referred to the High Court of Uganda, Kampala, which shall have exclusive jurisdiction.
- The Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, insolvency of the Supplier, or force majeure conditions that render performance impossible for a period exceeding sixty (60) consecutive days.
- All environmental data collected during the execution of this Purchase Order in Uganda Kampala shall be handled in strict accordance with the Data Protection and Privacy Act, 2019, and shall not be disclosed to third parties without written authorization from the Ministry.
- This Purchase Order may be amended only by a written addendum signed by both parties. No verbal modifications or side agreements shall be recognized.
By signing below, the undersigned parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of an Environmental Engineer to deliver the specified services in Uganda Kampala. This document is executed in two (2) original copies, one for each party.
