This Purchase Order is issued for the procurement of a qualified Environmental Engineer to provide comprehensive environmental consulting, assessment, and compliance services in support of the Abu Dhabi Municipal Services Authority's sustainability and environmental protection initiatives. The Environmental Engineer shall be responsible for the following deliverables and duties:

The Environmental Engineer engaged under this Purchase Order must satisfy the following minimum qualifications:
- A minimum of a Bachelor's degree in Environmental Engineering, Environmental Science, or a closely related discipline from an accredited university, with a preference for a Master's degree or higher.
- A minimum of ten (10) years of progressive professional experience in environmental engineering, with at least five (5) years of experience working on projects within the United Arab Emirates or the broader Gulf Cooperation Council (GCC) region.
- Professional registration with the Abu Dhabi Department of Municipal and Rural Affairs (DMRA) and valid membership in a recognized professional engineering body.
- Demonstrated knowledge of Abu Dhabi's environmental legislation, including the ADEA Environmental Protection Law, the Federal Environmental Law No. 47 of 2007 of the United Arab Emirates, and all applicable municipal bylaws.
- Proven experience in preparing Environmental Impact Assessments, Environmental Management Plans, and statutory compliance documentation for government entities in Abu Dhabi.
- Fluency in English; working proficiency in Arabic is strongly preferred for liaison with local government authorities in the United Arab Emirates.
Payment for services rendered under this Purchase Order shall be made in United Arab Emirates Dirhams (AED) via bank transfer to the Supplier's designated account. The payment schedule is as follows:
- Advance Payment: Twenty-five percent (25%) of the total contract value upon execution of this Purchase Order and receipt of a valid Performance Bank Guarantee issued by a UAE-licensed bank.
- Progress Payments: Monthly invoices submitted by the 5th business day of the following month, subject to Buyer's approval of deliverables. Payment shall be processed within thirty (30) calendar days of invoice approval.
- Final Payment: The remaining balance shall be paid within forty-five (45) days of final project acceptance and submission of all outstanding compliance certificates to the Abu Dhabi Environment Agency.
- This Purchase Order is governed by and shall be construed in accordance with the laws of the United Arab Emirates and the specific regulations of the Emirate of Abu Dhabi.
- The Environmental Engineer shall comply with all applicable health, safety, and environmental regulations in force in Abu Dhabi, United Arab Emirates, including those issued by the Abu Dhabi Health and Safety Regulatory Authority (HaSR).
- The Supplier shall maintain comprehensive professional indemnity insurance with a minimum coverage of AED 5,000,000 for the duration of this Purchase Order, naming the Buyer as an additional insured party.
- All intellectual property, reports, data, and deliverables produced under this Purchase Order shall become the exclusive property of the Buyer upon full payment.
- The Supplier shall not subcontract any portion of the Environmental Engineer services without prior written consent from the Buyer.
- Any disputes arising from this Purchase Order shall be resolved through arbitration in Abu Dhabi, United Arab Emirates, in accordance with the rules of the Abu Dhabi Global Market (ADGM) Arbitration Centre.
- This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination, the Buyer shall pay for all services satisfactorily rendered up to the date of termination.
- The Supplier shall ensure that the Environmental Engineer holds a valid UAE residence visa and work permit for the entire duration of the engagement in Abu Dhabi.
This Purchase Order becomes effective upon signature by both parties. By signing below, the Supplier acknowledges receipt of this Purchase Order and agrees to furnish the Environmental Engineer services as described herein in full compliance with all applicable laws and regulations of the United Arab Emirates and the Emirate of Abu Dhabi.
