This Purchase Order authorizes the procurement of professional Environmental Engineer services to be performed in and around the United States Houston metropolitan area. The Environmental Engineer, designated as Dr. Maria L. Vasquez and her qualified support team, shall provide comprehensive environmental assessment, regulatory compliance, and remediation planning services for the Gulf Coast Industrial Corridor Expansion Project located in the Port of Houston region.

The scope of work for the Environmental Engineer includes, but is not limited to: conducting Phase I and Phase II Environmental Site Assessments across a 120-acre parcel in the Ship Channel district of United States Houston; performing soil and groundwater sampling and laboratory analysis in accordance with Texas Commission on Environmental Quality (TCEQ) standards; preparing Environmental Impact Statements (EIS) and Environmental Impact Reports (EIR) required by the U.S. Environmental Protection Agency (EPA) and the City of Houston Department of Public Works and Greening; developing stormwater management and erosion control plans compliant with the National Pollutant Discharge Elimination System (NPDES) permit requirements; and providing ongoing regulatory liaison services with federal, state, and municipal agencies throughout the project lifecycle.

The Environmental Engineer shall ensure that all deliverables meet or exceed the standards established by the Clean Water Act, the Clean Air Act, the Resource Conservation and Recovery Act (RCRA), and all applicable Texas state environmental regulations. All fieldwork and site inspections shall be conducted within the United States Houston jurisdiction, with primary operations based at the project site located at 1800 N. Rusk Street, United States Houston, TX 77009.

  1. This Purchase Order constitutes a binding agreement between Gulf Coast Infrastructure & Development Corp. and Bayou Environmental Consulting Group, LLC for the provision of Environmental Engineer services in United States Houston, Texas.
  2. The Environmental Engineer shall maintain all necessary professional licenses, including a Texas Professional Engineer (PE) license in the discipline of Environmental Engineering, and shall carry professional liability insurance with a minimum coverage of $2,000,000 per occurrence.
  3. All work performed under this Purchase Order shall comply with the laws of the State of Texas, the regulations of the City of United States Houston, and all applicable federal environmental statutes administered by the U.S. EPA.
  4. The Environmental Engineer shall submit a detailed project schedule within ten (10) business days of the effective date of this Purchase Order and shall provide bi-weekly progress reports to the Purchasing Party.
  5. Payment shall be made via wire transfer to the account designated by the Supplier. Invoices shall reference this Purchase Order number (PO-2025-HOU-ENV-04782) and shall be submitted to the address of the Purchasing Party in United States Houston.
  6. The Purchasing Party reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach by the Environmental Engineer, failure to meet regulatory deadlines, or insolvency of the Supplier.
  7. All intellectual property, reports, data, and deliverables produced by the Environmental Engineer under this Purchase Order shall become the sole property of the Purchasing Party upon full payment.
  8. Disputes arising from this Purchase Order shall be resolved through binding arbitration in United States Houston, Texas, in accordance with the rules of the American Arbitration Association.

By signing below, both parties acknowledge and agree to the terms, conditions, and scope of work outlined in this Purchase Order for the engagement of the Environmental Engineer in United States Houston.
