This Purchase Order is issued by the Shanghai Municipal Firefighter Services Bureau to procure specialized firefighter protective equipment, rescue apparatus, and training modules for deployment across all firefighter stations within the administrative boundaries of China Shanghai. The procurement is conducted in accordance with the Shanghai Municipal Government Procurement Regulations (2024 Revision) and the National Firefighter Safety Standards (GB 27900-2024). All items listed in this Purchase Order shall be manufactured, inspected, and delivered in full compliance with the applicable Chinese national standards for firefighter protective gear and emergency response equipment.

The primary objective of this Purchase Order is to ensure that every firefighter stationed in China Shanghai is equipped with the latest generation of personal protective equipment, thermal imaging devices, and structural firefighting tools to maintain the highest level of operational readiness. The Shanghai Municipal Firefighter Services Bureau recognizes that the urban density, industrial zones, and high-rise infrastructure of China Shanghai demand a robust and continuously updated firefighter equipment inventory.

All physical items listed in this Purchase Order shall be delivered to the designated firefighter equipment warehouses located at:

• Primary Warehouse: No. 256 Jinqiao Road, Pudong New Area, Shanghai, China
• Secondary Warehouse: No. 1120 Xinzha Road, Xuhui District, Shanghai, China

Delivery shall be completed no later than 30 September 2025. The supplier shall bear all transportation, insurance, and customs clearance costs within the territory of China Shanghai. Each delivery batch must be accompanied by a Certificate of Conformity, a Firefighter Equipment Inspection Report, and a Material Safety Data Sheet (MSDS) for all chemical components. The supplier is required to coordinate with the Shanghai Municipal Firefighter Services Bureau logistics team at least 72 hours prior to each scheduled delivery to China Shanghai facilities.

Payment for this Purchase Order shall be made via bank transfer to the supplier's designated account in accordance with the following schedule:

• 30% Advance Payment: Due within 10 business days of the signed Purchase Order acknowledgment (approximately 16,622,865.00 CNY).
• 50% on Delivery: Due within 15 business days of successful inspection and acceptance of all firefighter equipment at the China Shanghai warehouses.
• 20% Final Payment: Due within 30 days after the completion of the 12-month maintenance and calibration service contract.

All payments shall be denominated in Chinese Yuan (CNY) and processed through the Shanghai Municipal Government Financial Management System. Late payments shall incur a penalty of 0.05% per calendar day as stipulated under the Shanghai Government Procurement Contract Regulations.

The supplier warrants that all firefighter equipment supplied under this Purchase Order shall meet or exceed the following standards: GB 27900-2024 (Firefighter Protective Clothing), GB 12790-2007 (SCBA), and GB 28181-2016 (Firefighter Communication Systems). Each unit of firefighter gear must carry a unique serial number and a QR code linking to its full manufacturing, testing, and certification history. The Shanghai Municipal Firefighter Services Bureau reserves the right to conduct random sampling inspections at the supplier's manufacturing facility in Pudong, China Shanghai, at any time during the production and delivery period. Any batch failing to meet the specified firefighter safety standards shall be rejected in its entirety, and the supplier shall replace the non-conforming items at no additional cost within 14 calendar days.

The supplier provides a minimum 3-year warranty on all firefighter protective equipment and a 5-year warranty on SCBA units and thermal imaging cameras. The warranty covers defects in materials and workmanship under normal firefighter operational use in China Shanghai. The supplier shall maintain a dedicated after-sales service center in Shanghai, China, staffed with certified firefighter equipment technicians available 24/7 for emergency repairs. Response time for critical firefighter equipment failures shall not exceed 4 hours from the time of notification.

This Purchase Order constitutes a binding agreement between the Shanghai Municipal Firefighter Services Bureau and Global Firefighter Protection Systems Ltd. Any amendments to this Purchase Order must be made in writing and signed by authorized representatives of both parties. Disputes arising from this Purchase Order shall be resolved through arbitration by the Shanghai International Arbitration Center (SHIAC) in accordance with its rules of procedure. This Purchase Order is governed by the laws of the People's Republic of China. The supplier shall comply with all applicable labor, environmental, and safety regulations in China Shanghai throughout the execution of this Purchase Order.
