1. Purpose and Scope of This Purchase Order

This Purchase Order is issued by the Lagos State Fire and Rescue Service to procure a comprehensive set of Firefighter personal protective equipment, operational tools, and emergency response supplies for deployment across all fire stations in Nigeria Lagos. The procurement is intended to ensure that every Firefighter stationed in Nigeria Lagos is equipped with the latest safety gear, rescue apparatus, and communication devices required to perform their duties in accordance with the Nigerian Standards Organisation (SON) specifications and the International Fire Protection Association (IFPA) guidelines. This Purchase Order covers the supply, delivery, installation, and initial training support for all listed items to be delivered to the central Firefighter depot located in Nigeria Lagos.

3. Delivery and Logistics for Nigeria Lagos

All Firefighter equipment listed in this Purchase Order shall be delivered to the Lagos State Fire and Rescue Service Central Depot at 12 Adeola Odeku Street, Victoria Island, Nigeria Lagos. The supplier shall bear all transportation, insurance, and customs clearance costs associated with the delivery of the Firefighter supplies within Nigeria Lagos. Delivery shall be completed in no later than 52 days from the date of this Purchase Order. The supplier must provide a detailed delivery schedule broken down by item category, as the Firefighter stations across Nigeria Lagos will require phased deployment of the equipment. All items must be accompanied by certificates of conformity, manufacturer warranties, and user manuals in English. The supplier is required to conduct a 3-day on-site training session for the Firefighter personnel in Nigeria Lagos covering the proper use, maintenance, and storage of all procured equipment.

4. Payment Terms
  • Advance Payment: 30% of the total Purchase Order value (NGN 150,592,500) shall be remitted within 14 days of the supplier's written acceptance of this Purchase Order, via bank transfer to the supplier's designated account.
  • Delivery Milestone Payment: 50% of the total Purchase Order value (NGN 250,987,500) shall be paid upon successful delivery and inspection of all Firefighter equipment at the Nigeria Lagos depot, subject to a joint inspection report signed by both parties.
  • Final Payment: The remaining 20% (NGN 100,395,000) shall be paid within 30 days after the completion of the Firefighter training programme and the submission of all warranty documentation, compliance certificates, and as-built reports.
  • All payments shall be made in Nigerian Naira (NGN) via interbank transfer. Late payments shall attract a penalty of 1.5% per month on the outstanding balance.
5. Quality Assurance and Compliance

All Firefighter equipment supplied under this Purchase Order must comply with the following standards: NFPA 1971 (Protective Ensembles for Structural Fire and Proximity Fire), NFPA 1981 (SCBA), EN 1866 (Firefighter Helmets), and the applicable Nigerian Standards Organisation (SON) regulations. The supplier shall provide a minimum 5-year warranty on all structural Firefighter gear and a 3-year warranty on electronic and mechanical components. Any Firefighter equipment found to be defective within the warranty period shall be replaced at no additional cost to the Lagos State Fire and Rescue Service. The supplier shall maintain a dedicated after-sales support office in Nigeria Lagos for the duration of the warranty period.

6. General Terms and Conditions
  • This Purchase Order is governed by the laws of the Federal Republic of Nigeria. Any disputes arising from this Purchase Order shall be resolved through arbitration in Nigeria Lagos in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria.
  • The supplier shall not subcontract any portion of the Firefighter equipment supply without prior written consent from the Lagos State Fire and Rescue Service.
  • Force majeure events, including but not limited to natural disasters, civil unrest, or government-imposed restrictions in Nigeria Lagos, shall extend the delivery deadline by a period equivalent to the duration of the event.
  • The supplier shall maintain adequate insurance coverage for all Firefighter equipment in transit and during the installation and training phases in Nigeria Lagos.
  • This Purchase Order may only be amended in writing, signed and stamped by both parties. Verbal modifications shall be null and void.
  • The supplier acknowledges that the Firefighter equipment procured under this Purchase Order is for the exclusive use of the Lagos State Fire and Rescue Service and shall not be resold, transferred, or repurposed without written authorisation.
7. Acceptance and Authorisation

By signing below, both parties confirm their agreement to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Firefighter equipment for operational use in Nigeria Lagos. This document constitutes a binding agreement upon execution by both authorised representatives.
