2. Scope of This Purchase Order

This Purchase Order is issued by the Islamabad Fire Service Department to procure certified Firefighter personal protective equipment (PPE), structural firefighting apparatus, and operational consumables for deployment across all Firefighter stations within the Pakistan Islamabad metropolitan area. The procurement is conducted in accordance with the Government of Pakistan Public Procurement Regulatory Authority (PPRA) guidelines and the Islamabad Capital Territory (ICT) procurement circulars. All Firefighter gear supplied under this Purchase Order must comply with the Pakistan Standards and Quality Control Authority (PSQCA) standards as well as international benchmarks (NFPA 1971, EN 469, and ISO 11612) to ensure the safety of every Firefighter operating in Pakistan Islamabad.

4. Delivery and Installation Terms

All Firefighter equipment listed in this Purchase Order shall be delivered to the Islamabad Fire Station Headquarters, F-10/2, Pakistan Islamabad, within sixty (60) calendar days from the date of this Purchase Order. The supplier shall bear all costs of packaging, transportation, insurance, and customs clearance (if applicable) to the designated Firefighter depot in Pakistan Islamabad. A minimum of ten (10) percent of each item category shall be delivered as a first tranche within thirty (30) days to allow the Islamabad Fire Service Department to conduct initial Firefighter training and equipment familiarization sessions. The supplier shall provide a minimum of two (2) years of warranty on all Firefighter apparatus and PPE, with on-site technical support available within the Pakistan Islamabad metropolitan area within forty-eight (48) hours of any reported defect.

5. Payment Terms

Payment against this Purchase Order shall be made in accordance with the following schedule: (a) Twenty-five percent (25%) advance payment upon signing of the Purchase Order and submission of a bank guarantee from a scheduled bank in Pakistan Islamabad; (b) Fifty percent (50%) upon delivery and successful inspection of all Firefighter equipment at the Pakistan Islamabad Fire Station depot; (c) Twenty-five percent (25%) upon completion of the warranty acceptance period and final sign-off by the Islamabad Fire Service Department's Quality Assurance Cell. All payments shall be processed via bank transfer to the supplier's designated account in Pakistan Islamabad. Late delivery beyond the stipulated period shall attract a penalty of 0.5% of the total Purchase Order value per week, up to a maximum of 10%.

6. Terms and Conditions
  1. This Purchase Order is governed by the laws of the Islamic Republic of Pakistan, and any disputes shall be resolved through the competent courts in Pakistan Islamabad.
  2. All Firefighter equipment must carry valid PSQCA certification and, where applicable, NFPA or EN compliance documentation. Non-conforming items will be rejected at the supplier's cost.
  3. The supplier shall provide a comprehensive Firefighter training manual and conduct a minimum of three (3) on-site training sessions for Islamabad Fire Service Department Firefighter personnel at the Pakistan Islamabad training ground.
  4. The supplier shall maintain a spare parts inventory for all Firefighter apparatus for a period of five (5) years from the date of final delivery in Pakistan Islamabad.
  5. This Purchase Order may be amended only by mutual written agreement signed by authorized representatives of both parties. No verbal modifications to this Purchase Order shall be valid.
  6. The supplier shall comply with all labor, environmental, and safety regulations applicable in Pakistan Islamabad during the manufacturing, packaging, and delivery of Firefighter equipment.
  7. Confidentiality: All operational details, Firefighter deployment plans, and Pakistan Islamabad infrastructure information shared under this Purchase Order shall remain strictly confidential and shall not be disclosed to any third party.
  8. Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions in Pakistan Islamabad, or acts of war.
7. Acceptance and Authorization

This Purchase Order is issued and authorized by the undersigned on behalf of the Islamabad Fire Service Department, Government of Pakistan. The supplier acknowledges receipt and acceptance of this Purchase Order by signing below. Both parties confirm that all Firefighter equipment described herein is intended exclusively for the protection and operational readiness of Firefighter personnel serving the citizens of Pakistan Islamabad.
