This Purchase Order is issued by the Madrid Firefighter Corps to procure essential personal protective equipment (PPE), structural firefighting gear, and operational supplies required for the active-duty Firefighter personnel stationed across the 24 fire stations in the Madrid metropolitan area. All Firefighter equipment listed in this Purchase Order shall be delivered to the central logistics depot of the Madrid Firefighter Corps located at Paseo de la Ermita del Santo, 1, 28034 Madrid, Spain. Delivery must be completed no later than 30 August 2025. The supplier is responsible for all transportation costs, insurance, and risk of loss until the goods are received and signed for by the authorised Madrid Firefighter Corps representative at the delivery point in Madrid, Spain.

Partial deliveries are permitted provided that each shipment is accompanied by a detailed packing list referencing the item numbers in Section 3 of this Purchase Order. The supplier must ensure that all packaging is suitable for the Madrid climate and that no item is damaged during transit within the Spanish national territory.

Payment for this Purchase Order shall be made via direct bank transfer to the supplier's designated account in Spain. The payment schedule is as follows:

  • 30% advance payment (EUR 570,127.80) upon signing and acceptance of this Purchase Order by both parties.
  • 60% upon delivery (EUR 1,140,255.60) after successful inspection and acceptance of all Firefighter equipment at the Madrid depot.
  • 10% retention (EUR 190,042.60) payable 90 days after final delivery, subject to a satisfactory 60-day operational trial period by the Madrid Firefighter personnel.

All invoices must reference Purchase Order No. MAD-FB-2025-04782 and must be issued in accordance with Spanish tax regulations (Ley 58/2003 del Impuesto sobre el Valor Añadido).

The supplier warrants that all Firefighter equipment supplied under this Purchase Order meets or exceeds the applicable European and Spanish safety standards. Each item must carry the CE marking and, where applicable, the EN standard certification number. The supplier shall provide, upon request, full test certificates, material safety data sheets (MSDS), and conformity declarations for every category of Firefighter gear listed herein.

The Madrid Firefighter Corps reserves the right to reject any item that does not conform to the specifications stated in this Purchase Order. Rejected items must be replaced at the supplier's sole cost within 15 business days of written notice from the Madrid Firefighter procurement office.

The supplier provides a minimum three (3) year warranty on all structural Firefighter protective suits, helmets, boots, and SCBA units, and a two (2) year warranty on all electronic devices (thermal imaging cameras, digital gauges) and soft goods (gloves, balaclavas, undergarments). Warranty service must be available within the Madrid, Spain metropolitan area with a maximum response time of 48 hours for critical Firefighter equipment failures.

8.1. This Purchase Order is governed by the laws of the Kingdom of Spain. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of Madrid, Spain.

8.2. The supplier shall maintain adequate public liability insurance (minimum EUR 5,000,000) valid throughout the duration of this Purchase Order and the warranty period.

8.3. The supplier shall comply with all applicable Spanish labour, environmental, and data protection regulations (including the GDPR and the Spanish Organic Law 3/2018) in the performance of this Purchase Order.

8.4. Neither party may assign or transfer its obligations under this Purchase Order without the prior written consent of the other party.

8.5. This Purchase Order constitutes the entire agreement between the parties with respect to the subject matter herein and supersedes all prior negotiations, representations, or agreements relating to the procurement of Firefighter equipment for the Madrid Firefighter Corps.

8.6. Force majeure events, including but not limited to natural disasters affecting the Madrid region, shall excuse timely performance for the duration of the event, provided that the affected party notifies the other within 5 business days.

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of Firefighter equipment for use in Madrid, Spain.
