This Purchase Order covers the full procurement, quality inspection, and delivery of Firefighter personal protective equipment (PPE), respiratory protection, communication devices, and specialized rescue gear required to outfit and upgrade the active-duty Firefighter corps operating within the Spain Valencia metropolitan fire district. The equipment shall be deployed across the 14 fire stations serving Valencia city, the Turia river basin, the port of Valencia, the industrial zones of Paterna and Torrent, and the coastal municipalities of Gandia and Alboraya. All items must meet or exceed the European standards referenced above and comply with the specific operational requirements of the Valencian Fire and Rescue Service (Bomberos de la Generalitat Valenciana).
All goods shall be delivered to the central logistics warehouse of the Fire and Rescue Service located at C/ de la Estación, 12, 46021 Valencia, Spain. Delivery must be completed no later than 01 August 2025. The Buyer reserves the right to inspect and test each Firefighter equipment item upon receipt. A formal acceptance certificate shall be issued within ten (10) business days of delivery. Any non-conforming items must be replaced or repaired by the Seller at no additional cost within fifteen (15) calendar days of notification. Title and risk of loss transfer to the Buyer upon signed acceptance at the Spain Valencia receiving facility.
- This Purchase Order is governed by the laws of the Kingdom of Spain and the specific regulations of the Valencian Community. Any disputes shall be resolved by the competent courts of Valencia, Spain.
- The Seller warrants that all Firefighter equipment supplied is new, unused, and free from defects in materials and workmanship for a minimum period of twenty-four (24) months from the date of acceptance.
- Payment shall be made via bank transfer to the account designated by the Seller within forty-five (45) days of receipt of a valid invoice and the signed acceptance certificate.
- The Seller shall provide full technical documentation, user manuals in Spanish, and CE conformity certificates for every item listed in this Purchase Order.
- The Seller shall provide on-site training for Firefighter personnel at the Valencia training centre (Centro de Formación de Bomberos, C/ de la Cruz, 46021 Valencia) for all SCBA units, thermal imaging cameras, and rope-rescue harnesses. Training sessions shall be conducted in Spanish and shall not exceed a total of forty (40) hours.
- Any modification to this Purchase Order must be made in writing and signed by both parties. Verbal agreements are not binding.
- The Seller shall maintain adequate product liability insurance covering a minimum of €5,000,000 for the duration of the contract and for two years thereafter.
- Force majeure events, including but not limited to natural disasters affecting the Spain Valencia region, shall extend delivery deadlines by a period equivalent to the duration of the event, provided written notice is given within 48 hours.
- All data processed under this Purchase Order shall comply with the EU General Data Protection Regulation (GDPR) and the Spanish Organic Law 3/2018 on Data Protection.
