All amounts are denominated in Japanese Yen (JPY). The total Purchase Order value is equivalent to approximately USD 148,500 at the prevailing Bank of Japan reference rate on the date of issue.

The Human Resources Manager procured under this Purchase Order shall assume full responsibility for the following duties within the Japan Tokyo operational perimeter:

  1. Design, implement, and maintain comprehensive HR policies compliant with all applicable Japanese national and Tokyo metropolitan labor regulations, including the Labor Standards Act (Act No. 49 of 1947) and the Act on the Substantial Equality of Treatment of Regular and Non-Regular Employees.
  2. Manage the full employee lifecycle for approximately 340 staff members based across the Shibuya and Chiyoda offices in Tokyo, Japan, encompassing recruitment, onboarding, performance appraisal, training and development, compensation and benefits administration, and offboarding.
  3. Serve as the primary liaison between the Japan Tokyo workforce and the global HR function, ensuring alignment of local HR practices with Sakura Global Holdings K.K. international standards while respecting Japanese corporate customs (e.g., keiretsu relationship management, seniority-based promotion considerations).
  4. Oversee the administration of the Japanese social insurance system (health insurance, pension, employment insurance, and workers' compensation) and ensure timely filing of all statutory reports with the Tokyo Metropolitan Government labor bureau.
  5. Lead employee engagement initiatives, internal communications, and conflict resolution processes tailored to the cultural context of a Japan Tokyo professional environment.
  6. Prepare and present quarterly HR metrics and workforce planning reports to the Japan Tokyo board of directors and the global Chief Human Resources Officer.
  1. Acceptance: This Purchase Order shall become binding upon written acceptance by Tokyo Executive Talent Partners Inc. within ten (10) business days of the date of issue. Failure to accept within this period shall render this Purchase Order null and void.
  2. Delivery / Commencement: The Human Resources Manager shall commence duties no later than 1 October 2025 at the Sakura Global Holdings K.K. headquarters in Shibuya, Tokyo, Japan. The supplier guarantees that the appointed Human Resources Manager will have completed all pre-employment formalities, including work visa acquisition (Engineer/Specialist in Humanities/International Services visa category), by 20 September 2025.
  3. Payment Terms: Payment shall be made in three installments: 40% upon execution of this Purchase Order, 40% upon confirmed commencement of the Human Resources Manager in the Japan Tokyo office, and 20% upon successful completion of the 90-day probationary period. All payments shall be made via bank transfer to the supplier's designated account in Japanese Yen.
  4. Confidentiality: All information exchanged under this Purchase Order, including candidate data, compensation structures, and internal HR strategies of the Japan Tokyo office, shall be treated as strictly confidential in accordance with the Japanese Act on the Protection of Personal Information (APPI, Act No. 57 of 2003).
  5. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of Japan. Any disputes arising from or in connection with this Purchase Order shall be subject to the exclusive jurisdiction of the Tokyo District Court.
  6. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination prior to the Human Resources Manager's commencement, the supplier shall refund 80% of any advance payments received.
  7. Compliance: The supplier warrants that the Human Resources Manager procured under this Purchase Order meets all qualifications, experience, and legal requirements to perform the role in Japan Tokyo and that no conflict of interest exists with any entity operating within the Tokyo metropolitan area.
