This Purchase Order is issued by Nile Valley Industrial Group PLC, headquartered in Sudan Khartoum, to formally engage the services of a qualified Human Resources Manager on a full-time, twelve-month contractual basis. The Human Resources Manager shall be responsible for the complete oversight of all personnel management functions, workforce planning, employee relations, recruitment and selection processes, performance management systems, training and development programmes, and compliance with the Sudanese Labour Act (2010) and all applicable regulations enforced by the Ministry of Labour and Social Affairs in Khartoum. This Purchase Order constitutes the binding agreement between the issuing organization and the appointed Human Resources Manager for the duration specified herein.

The Human Resources Manager engaged under this Purchase Order shall perform the following duties and responsibilities within the Sudan Khartoum operational premises and any satellite offices under the organization's management:

  • Design, implement, and maintain comprehensive Human Resources policies, procedures, and employee handbooks aligned with Sudanese labour legislation and organizational objectives.
  • Oversee the full recruitment cycle, including job analysis, advertising, screening, interviewing, and onboarding of all new personnel across all departments in Sudan Khartoum.
  • Manage employee relations, grievance handling, disciplinary procedures, and conflict resolution in accordance with the Sudanese Labour Act and internal company regulations.
  • Develop and execute annual training and professional development plans to enhance workforce competency and organizational productivity.
  • Administer compensation and benefits structures, ensuring competitive and equitable pay scales consistent with market rates in Khartoum and the broader Sudanese economy.
  • Ensure statutory compliance with social security contributions, occupational health and safety regulations, and all reporting obligations to the relevant Sudanese governmental authorities.
  • Prepare monthly and quarterly Human Resources reports, workforce analytics, and strategic recommendations for the Executive Management Committee.
  • Coordinate with external legal counsel, recruitment agencies, and government bodies as required to support the organization's Human Resources operations in Sudan Khartoum.

4.1 This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of the Sudan, including but not limited to the Sudanese Labour Act (2010), the Commercial Transactions Act, and all applicable regulations issued by the Ministry of Labour and Social Affairs in Khartoum.

4.2 The Human Resources Manager shall commence duties on or before 01 July 2025 at the principal office located in Sudan Khartoum. Failure to commence within fourteen (14) calendar days of the effective date without written justification shall constitute grounds for termination of this Purchase Order without penalty to the issuing organization.

4.3 Payment shall be made monthly in advance via bank transfer to the account designated by the Human Resources Manager. The first payment shall be due on the 5th business day of July 2025. All payments are denominated in Sudanese Pound (SDG) and are subject to applicable withholding tax as prescribed by the National Revenue Authority of Sudan.

4.4 The Human Resources Manager shall maintain strict confidentiality regarding all employee records, compensation data, organizational strategies, and proprietary information of Nile Valley Industrial Group PLC. This obligation shall survive the termination of this Purchase Order for a period of three (3) years.

4.5 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for cause, the notice period shall be reduced to seven (7) days. Upon termination, the Human Resources Manager shall return all company property, documents, and data within five (5) business days.

4.6 The Human Resources Manager shall be available for a minimum of forty (40) hours per week, Monday through Friday, with flexibility for occasional Saturday work as required by operational needs in Sudan Khartoum. Annual leave shall be twenty (20) working days in accordance with Sudanese labour regulations.

4.7 Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. Should negotiation fail, the matter shall be referred to the competent labour courts in Khartoum, Sudan, as the exclusive jurisdiction for adjudication.

NOTE: This Purchase Order is specific to the Sudan Khartoum operational division. All services, reporting, and compliance obligations referenced herein are tied to the geographic and regulatory framework of Khartoum, Sudan. The Human Resources Manager is expected to maintain a physical presence at the Sudan Khartoum head office for a minimum of four (4) days per week, with the remaining day available for remote work or field visits to satellite locations within the Khartoum metropolitan area.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and obligations set forth in this Purchase Order. This document, once executed, serves as the definitive procurement instrument for the engagement of the Human Resources Manager by Nile Valley Industrial Group PLC in Sudan Khartoum.
