This Purchase Order is issued by Beijing Apex Manufacturing & Technology Co., Ltd. to formally procure the professional services of a qualified Industrial Engineer to be deployed at our primary manufacturing facility located in China Beijing. The purpose of this engagement is to optimize production workflows, reduce operational waste, improve quality control systems, and implement lean manufacturing methodologies across all active production lines. The selected Industrial Engineer shall report directly to the Plant Manager and will operate under the supervision of the China Beijing Operations Division leadership team.
The Industrial Engineer engaged under this Purchase Order shall perform the following duties and responsibilities at the China Beijing facility:
- Conduct comprehensive time-and-motion studies across all assembly lines to identify bottlenecks and recommend process improvements.
- Design and implement standardized work procedures to ensure consistent output quality and throughput efficiency.
- Develop and maintain facility layout plans, material flow diagrams, and workstation configurations for the China Beijing plant.
- Perform capacity planning and demand forecasting in coordination with the production scheduling team.
- Lead continuous improvement (Kaizen) initiatives and Six Sigma projects targeting defect reduction and cycle time optimization.
- Collaborate with the quality assurance department to establish statistical process control (SPC) systems and tolerance analysis frameworks.
- Prepare monthly performance reports, variance analyses, and capital expenditure recommendations for senior management review.
- Train and mentor junior engineering staff and production supervisors on industrial engineering best practices and methodologies.
- Ensure full compliance with all applicable Chinese national standards (GB), local Beijing municipal regulations, and corporate safety protocols.
- Coordinate with external vendors and equipment suppliers to evaluate capital investments in automation and process technology.

- This Purchase Order constitutes a binding agreement between the Issuing Company and the Vendor for the provision of Industrial Engineer services at the designated China Beijing facility. Both parties acknowledge and accept all terms herein upon signature.
- The Industrial Engineer shall be subject to the employment and labor laws of the People's Republic of China, including the Labor Contract Law and applicable Beijing municipal regulations. The Vendor is responsible for all statutory social insurance contributions, housing fund payments, and tax withholdings.
- Payment shall be made in Chinese Yuan (CNY) via bank transfer to the Vendor's designated account within thirty (30) calendar days of receipt of a valid invoice. Late payments shall accrue interest at 0.05% per day.
- The Vendor guarantees that the Industrial Engineer engaged under this Purchase Order holds a minimum of a Bachelor's degree in Industrial Engineering or a related discipline, possesses at least five (5) years of relevant experience in manufacturing environments, and is fluent in both Mandarin Chinese and English.
- All work products, process documentation, layout designs, and improvement reports generated by the Industrial Engineer during the term of this Purchase Order shall be the exclusive intellectual property of Beijing Apex Manufacturing & Technology Co., Ltd.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of early termination, the Vendor shall be compensated for services rendered up to the termination date, less any applicable penalties as defined in the master service agreement.
- The Industrial Engineer shall comply with all health, safety, and environmental (HSE) protocols at the China Beijing plant, including mandatory safety training, personal protective equipment (PPE) usage, and incident reporting procedures.
- This Purchase Order is governed by the laws of the People's Republic of China. Any disputes arising from this Purchase Order shall be resolved through arbitration at the Beijing Arbitration Commission (BAC) in accordance with its then-current rules.
- The Vendor shall maintain professional liability insurance with a minimum coverage of CNY 5,000,000 for the duration of this Purchase Order and shall provide a certificate of insurance upon request.
- All communications, reports, and documentation related to this Purchase Order shall be conducted in English, with Chinese translations provided where required by local regulatory authorities in China Beijing.
By signing below, both parties confirm that this Purchase Order for the Industrial Engineer engagement in China Beijing has been reviewed, approved, and is accepted in full. This document, together with the attached Master Service Agreement (MSA-2024-0091), forms the complete procurement record for this engagement.
